This includes addressing the challenges posed by the current war, as well as preparing for future post-war reconstruction in Ukraine.

 Position responsibilities

Tetra Tech is seeking a Gas Infrastructure Investment Expert to join Component 1: Enhanced Energy Supply of the USAID-funded Ukraine Securing Power, Advancing Resilience & Connectivity (SPARC) Project. The expert will play a crucial role at the center boosting new investments to gas infrastructure providing evaluation of investment needs and possibilities, collecting gas sector data, using analytics to make sense of needed investments, sector trends, and public policy changesLearn more about the here.

The successful candidate will combine experience working in the Ukrainian energy sector (ideally gas sector) with a good knowledge of existing investment tools, team ethic and an ability and genuine interest to use data to inform about gas sector work and to form positions. The candidate would undertake both of ad-hoc analytical activities with the leading of projects for SPARC’s key beneficiaries which deliver real change to the Ukrainian gas sector.

 Position responsibilities

  • Interrogation, monitoring and assessment of national and international policies and regulatory developments having an impact on the Ukrainian gas sector.
  • Reviewing and responding to relevant industry and government consultations and draft laws and regulations.
  • Coordinating work, cooperation and communication with the National Energy and Utilities Regulatory Commission (NEURC), Ministry of Energy, International Financial Institutions (IFIs), donors, other key stakeholders regarding the gas market.
  • Financial/economic evaluation of energy projects.
  • Contributing to the development of policy, laws and regulations enhancing investment climate.
  • Engaging with SPARC’s gas sector beneficiaries, such as the Ministry of Energy, Gas Transmission System Operator (TSO) of Ukraine, Naftogaz, and the National Energy and Utilities Regulatory Commission (NEURC), etc. and representing SPARC internally and externally as appropriate.
  • Developing regular analytical reports that can be submitted to management and U.S. Government colleagues to inform about the gas sector in Ukraine.
  • Developing scopes of work for relevant projects and leading and supporting investment projects which deliver real change to the Ukrainian gas sector.
  • Collaboration with and management of consultants, experts and subcontractors to successfully deliver projects for SPARC.

 Minimum qualifications

  • Master’s in engineering, business administration, law, economics, finance, or a related field or a bachelor's degree with additional five years of working experience in the energy sector
  • At least five years of experience in the energy sector and/or investments
  • Experience in energy sector planning and investments preparation, origination of the projects
  • Experience in reforms in the energy sector and alignment with EU and Energy Community (EnC) acquis in EnC Contracting Parties and/or EU Member States
  • Demonstrated experience in facilitating donor coordination and stakeholder participation
  • Excellent written and verbal communication
  • Fluency in English

 Valued qualifications

  • Fluency in Ukrainian or Russian
  • Strong organization/analytical skills; experience working with detailed technical data and reports
  • Professional certificates and/or continued education certificates in investment appraisal
  • Experience working on USAID or other donor-funded projects

  • SPARC Deputy Gas Infrastructure Lead

Physical demands & work environment

  • Travel within Ukraine and abroad may be required. The role requires presence in SPARC’s office in Kyiv and can involve hybrid work in accordance with Tetra Tech policies and at the discretion of SPARC’s Chief of Party.
