Position Summary:

Our National Water Resources Group seeks an experienced Flood Risk Practice Leader / Program Manager to lead and grow flood risk and watershed services along the U.S. East Coast (primary focus: NC–SC), with the ability to support growth nationwide. This leader will be a client-facing and senior technical manager who provides expert oversight of flood risk, adaptation, and resiliency planning; hydrologic and hydraulic (H&H) modeling; and floodplain mapping. The role emphasizes market growth, technical leadership, and quality assurance/quality control (QA/QC).

Essential Job Functions:

The following duties are considered essential to the role. Reasonable accommodations may be made to enable individuals with disabilities to perform these essential functions:

•    Lead client engagements and serve as primary client relationship manager for key accounts (including municipal and county governments), converting strategic relationships into repeat work and new business.
•    Support proposal strategy and capture: identify opportunities, lead technical approach development, assemble teams, and present technical credibility to prospects.
•    Provide program-level leadership and direction for medium-to-large flood risk and watershed projects, ensuring technical excellence, on-time delivery, and profitability.
•    Serve as reviewer/approver for technical deliverables: modeling reports, hydraulic reports, and floodplain mapping.
•    Build and mentor multidisciplinary teams (modelers, engineers, GIS analysts), delegate technical tasks, and ensure staff development and succession planning.
•    Establish and monitor project budgets, schedules, and technical risk mitigation plans; escalate and resolve complex technical or client issues.

Required Qualifications:

•    A Bachelor’s degree in Civil Engineering, Water Resources, Hydrology, or related field.
•    A minimum 15 years of relevant experience with at least 10 years in leadership, client development, and program management roles.
•    Deep understanding of modeling concepts and workflows, sufficient to evaluate and direct modeling strategies and to conduct high‑level technical reviews.
•    Proven success managing cross-functional teams and delivering complex flood risk, stormwater, and watershed projects.
•    Demonstrated business development track record and ability to leverage client relationships to win projects (priority client relationships: Charlotte- Mecklenburg, NC; Fayetteville, NC; Greensboro, NC; Raleigh, NC; Greenville, SC; Columbia, SC; Richmond, VA; NC and SC state agencies).
•    Strong organizational skills and attention to detail; excellent written and oral communication skills.
•    Willingness to travel within the East Coast region and nationwide as required.

Additional Qualifications:

•    Professional Engineer (PE) license preferred in NC or SC, or ability to obtain reciprocity within 6 months of hire.
•    Certified Floodplain Manager (CFM) certification
•    Familiarity with Microsoft Office Suite (Word, Excel, Outlook) for documentation and communication.
•    Strong attention to detail and commitment to producing high-quality work.
•    Excellent communication skills, both verbal and written, to effectively collaborate with team members and stakeholders. 
•    Time management skills to prioritize tasks and meet tight deadlines consistently.
•    Adaptability and openness to feedback in a dynamic project environment.
•    Team-oriented attitude with the ability to work collaboratively across departments.

Physical Requirements:

•    Manual dexterity to use a computer mouse, keyboard, and peripheral equipment. 
•    The ability to sit at a workstation for prolonged periods of time. 
•    Ability to communicate effectively verbally and via electronic means.  

Additional Information:

•    This position is available for remote work within the United States, with intermittent travel to client sites across the East Coast.
•    This position is scheduled for full-time work (40 hours/week) with a typical schedule of 8:00am to 5:00pm Monday to Friday. Additional hours may be required based on business needs.
