We are seeking a Finance Specialist to join our high‑performing team and support the delivery of the Kiribati Australia Infrastructure (Te KAI) Program.
In this role, you will lead financial modelling and planning for annual and multi‑year work plans, manage expenditure and forecasting, and ensure all financial activities are compliant with DFAT requirements, program policies, and contractual obligations. You will work closely with the Team Leader, Operations Manager, Project Managers and partners to provide high‑quality financial advice, reporting and risk management across program activities.

The Kiribati Australia Infrastructure (Te KAI)
The Kiribati Australia Infrastructure (Te KAI) program supports the delivery of small to medium‑scale infrastructure projects across Kiribati. The program partners with the Government of Kiribati and local contractors to deliver high‑quality, purpose‑built and climate‑resilient infrastructure, alongside capacity strengthening for government and the local construction sector.
Key responsibilities
- Lead financial planning and management, including budgeting, forecasting and financial modelling for annual and multi‑year work plans.
- Manage day‑to‑day financial operations, including accounts payable, bank accounts, petty cash, advances and acquittals, in line with program policies and local requirements.
- Prepare and quality‑check monthly, quarterly and annual financial reports to support DFAT and senior management decision‑making.
- Coordinate expenditure forecasting and ensure accurate, timely and compliant financial reporting.
- Manage simple procurement and purchasing processes to support program activities.
- Support payroll and other financial management requirements as needed.
- Maintain and continuously improve financial policies, procedures and systems, including the Program Finance Manual.
- Proactively manage financial risks, promote fraud awareness and control, and ensure audit‑ready financial documentation.
- Support the integration of cross‑cutting priorities, including gender equality, disability and social inclusion, safeguarding, climate change and emergency preparedness, across financial operations.
Selection criteria
- Tertiary qualifications in accounting, finance, business or commerce (CPA or equivalent highly desirable).
- Proven experience in accounting processes, financial systems, budgeting, forecasting and expenditure management, preferably within donor‑funded development programs.
- Experience developing and managing budgets for multi‑year programs with multiple activities or sub‑projects.
- Strong knowledge of financial policies, procedures, statutory compliance and internal controls.
- Experience with accounting software such as QuickBooks (or similar) and strong Microsoft Excel skills.
- Experience supporting procurement and purchasing processes.
- Strong interpersonal and communication skills, with the ability to work effectively in a multidisciplinary and multicultural team.
- Demonstrated commitment to cross‑cutting priorities including gender equality, disability and social inclusion, safeguarding and fraud prevention.
