Project Summary:

The Jordan Public Accountability and Justice Strengthening Activity (PAJ) is designed to strengthen accountability systems, procedures, and mechanisms within the Government of Jordan and judicial institutions and enhance their ability to serve and communicate effectively with the public. It also fosters awareness and pressure by civil society organizations, the public, and the private sector on the government’s adherence to the law and its international commitments to govern in an accountable manner that safeguards the rights of vulnerable populations.

Position Summary:

The Finance Officer will serve as part of the operations team under the PAJ in Jordan and will carry out duties designed to meet the objectives of the project. The Finance Officer will perform under the direction of the Director of Finance and Administration.

 

Responsibilities:

  • Maintain and update accounting and financial control systems in accordance with U.S government regulations (expenses are reasonable, allowable, and allocable)
  • Manage the preparation and submission of the MSI/PAJ monthly expenditure reports and ensure that they are accurate, complete, and submitted to Director of Operations in a timely manner, in coordination with the Finance Manager.
  • Support the preparation and submission of the monthly fund projections ensuring that they are accurate and complete.
  • Work in close collaboration with the Finance Manager and other senior MSI/Jordan staff for project budget and expense planning.
  • Ensure that transactions are appropriately recorded in a computerized accounting system and ensure MSI accounting and procurement standards, procedures, and policies are followed and implemented.
  • Support audits and financial reviews.
  • Support the Finance Manager in overseeing the project accounting cycle.
  • Prepare disbursement vouchers and cheques/online wire transfers.
  • Interact with vendors, banks, and other officials as needed.
  • Track payments to avoid double payments and analyze cost comparison and cost reasonableness.
  • Input entries to QuickBooks (QB) Accounting System including grants, consultants, petty cash, interns’ payments, etc.
  • Scan and file of monthly financial packages.
  • Update Income and Sales Tax Department (ISTD) tracker.
  • Perform other accounting, financial, and administrative tasks as assigned by the respective supervisor or the Chief of Party (COP).

 

Qualifications:

  • Bachelor’s degree in accounting or related field is required.
  • Minimum one year of experience in accounting, financial management, or a related area required.
  • Experience on USAID or other donor-funded projects preferred.
  • Knowledge of accounting principles and practices.
  • Fluency in Arabic and proficiency in English required.
