Project Summary:
The Promoting Rule of Law Activity (PROLA) is a five-year activity funded by USAID/DRC. This activity helps the Government of the Democratic Republic of Congo (GDRC) fight corruption and promote equal and equitable access to justice in DRC to improve public perception and trust of the judiciary by 1) increasing transparency, accountability, and integrity in the justice system to promote equal and equitable justice and support the DRC’s anti-corruption efforts; 2) empowering civil society to demand GDRC commitment to judicial independence and contribute to judicial reform; and 3) increasing equal and equitable access to justice for all.

Position Summary:
The Finance Manager will be based in Kinshasa and reports to the Operations and Grants Team Lead.
Responsibilities:
- Oversee the day-to-day financial management and accounting at the field level.
- Prepare and track project budgets and budget projections.
- Review vouchers and payment requests, including proper back-up documentation to ensure compliance with contractor and USAID policies, procedures, rules, and regulations.
- Ensure compliance of the program’s policies and procedures actively.
- Manage procurement of project supplies, services, and other items in accordance with USAID rules and regulations.
- Ensure that project assets are properly labeled, inventoried, maintained, and disposed of as necessary.
- Ensure continuous liquidity for the activity and timely payments to staff, consultants, and vendors.
- Calculate and issue payroll and submit payroll taxes to the proper host country authorities.
- Maintain complete, accurate, and timely financial records in compliance with USAID and contractor policies and procedures.
- Prepare and submit required financial reports as directed and in a timely manner.
- Manage project bank accounts, reconciles monthly accounts and bank statements. submits receipts and invoices to Headquarters (HQ) and USAID as required.
- Monitor and support proper management and continuous updating of the asset inventory of the program, including transfer of property, disposition plan and any other specific use.
- Coordinate with contractor’s local legal and accounting advisors.
- Serve as liaison between local external auditing authorities and the contractor HQ.
- Set up and oversee management of field office financial paper and electronic filing system, in coordination with field office and HQ teams.
- Support the Chief of Party and Operations and Grants Lead in budget planning and monitoring.
- Ensure adherence to USAID rules and regulations and Congolese laws.
- Review and ensure proper accounting for procurement transactions ensuring supporting documentation, accuracy of amounts and control over payments.
- Process bank and cash transactions, including reconciliations.
- Develop activity budgets with technical teams and monitor budget pipeline, burn rate, projections, and cash flow.
- Support procurement actions of office supplies and materials (e.g., for workshops) and ensure timely payment of office materials (paper, toner, stationary, cleaning substances, toiletries etc.).
Qualifications:
- Bachelor’s degree in business finance, accounting, or similar field required.
- Minimum four years of related experience working in project financial management for non-governmental organizations required.
- Minimum two years of experience working for a USAID project is preferred.
- Experience managing the finances and administration of a USAID-funded project is required.
- Familiarity with grants management and project finance management, including financial controls, accounting, auditing, as well as reporting on accruals, pipelines, and expenses., etc.
- Strong knowledge of international donor requirements is required.
- Knowledge of USAID policies and business practices required.
- Working knowledge of accounting software QuickBooks is required.
- Advance knowledge of all Microsoft Office programs including Word, Access, Excel, PowerPoint, Outlook, and FrontPage.
- Strong communication, management, reporting, multi-tasking, organizational, and time management skills required.
- Written and oral proficiency in French required. Professional proficiency in English is preferred.
