Project Summary:

The USAID Central Africa Regional Third-Party Monitoring (CART) project establishes independent, impartial, timely, responsive, contextualized, and forward-looking third-party monitoring (TPM) and operational support services. CART provides a comprehensive range of verification and outcome monitoring and learning services that increase USAID BHA’s and its implementing partners’ (IP) understanding of the outputs, outcomes, progress, challenges, successes, results, and lessons learned for both emergency and non-emergency activities within Central Africa Republic (CAR), Democratic Republic of the Congo (DRC), and Republic of Congo (ROC). This project seeks to improve BHA’s capability to utilize humanitarian assistance resources to ameliorate the drivers of poverty and malnutrition characterized by complex emergencies within the region.

 

**Please note: Only Congolese (DRC) citizens are eligible for this position**

 

Position Summary:

The Finance Assistant will be based in Kinshasa and will support financial and operational tasks to ensure the smooth operation of the CART project.

 

Responsibilities:

  • Review petty cash payment vouchers and ensure petty cash transactions are in line with MSI Policies.
  • Ensure daily update of the petty cash tracking sheet.
  • Prepare payments for suppliers and MSI staff, deposit/withdraw funds, or make bank transfers for project operations.
  • Maintain financial records and databases and assist in the recording of financial transactions in QuickBooks.
  • Support the Finance Officer in ensuring prompt remittance of statutory deductions and reports to the appropriate government authorities.
  • Support Finance Officer in issuing, tracking, and reconciling approved travel advances to field office staff.
  • Review advance reconciliation and claims for completeness and accuracy.
  • Support the Finance Officer with scanning, filing, and archiving project financial documents per MSI directives.
  • Ensure physical filing of financial documents are up to date.
  • Perform other related duties as needed.

 

Qualifications:

  • Bachelor’s degree in administration, finance, accounting, or similar discipline is required.
  • Minimum three years of experience in finance and/or operational management required, preferably in an international organization.
  • Experience working on USG funded contracts preferred.
  • Knowledge of Microsoft Office Suite programs such as Word, PowerPoint, and Excel is required.
  • Knowledge of QuickBooks is an advantage.
  • Ability to prioritize, implement, and manage tasks proactively and independently while working within a team is required.
  • Ability to work in a fast-paced environment while remaining flexible, positive, and approachable required.
  • Ability to work collaboratively and build effective working relationships with clients, subcontractors, partners, vendors, and colleagues required.
  • Strong attention to detail and organizational skills required.
  • Fluency in written and oral French required. Proficiency in English is preferred.
