The Pacific Humanitarian Warehousing Program (PHWP) is a Pacific‑led, multi‑donor initiative supporting 14 Pacific Island countries and Timor-Leste to strengthen national humanitarian warehousing, pre-positioning and emergency response systems.

As the Finance and Administration Officer, you’ll report to the Financial Management and Administration Specialist and support the day-to-day financial, administrative, procurement, and operations functions of the PHWP - ISU). The role will work closely with the Financial Management and Administration Specialist, the Procurement and Contracts Specialist, the Program and Operations Manager, the PHWP-PMO, and Tetra Tech Corporate teams, to ensure payments, procurement records, financial documentation, travel and logistics, office administration, asset records, and compliance requirements are managed accurately, efficiently, and in-line with Tetra Tech and DFAT requirements.

The Program: Pacific Humanitarian Warehousing Program - Infrastructure Specialist Unit (PHWP ISU)

PHWP supports partner countries to:

  • Access resilient, fit for purpose humanitarian warehouses and disaster relief supplies.
  • Strengthen national systems for warehouse management, pre-positioning and emergency response.
  • Build independently managed, inclusive and climate-resilient national capabilities.

Tetra Tech implements the infrastructure components of PHWP on behalf of DFAT as the Pacific Humanitarian Warehousing Program Infrastructure Specialist Unit (PHWP ISU). We work closely with SPC and country governments to co‑design and deliver warehouse solutions tailored to local needs. Delivery aligns with the program's cross‑cutting priorities: locally led development, GEDSI integration, and green humanitarian action.

Your Role

As the Finance and Administration Officer, you will play a key role in supporting the efficient financial and operational management of the program by:

Financial Administration and Reporting

  • Support accurate and timely financial administration, including payment processing, expenditure tracking, reconciliations and financial record keeping.
  • Assist with budget monitoring, forecasting, financial reporting and audit preparation by maintaining complete and accurate supporting documentation.
  • Ensure financial transactions comply with Tetra Tech policies, DFAT requirements and program financial procedures.

Procurement and Contract Administration

  • Support end-to-end procurement and vendor administration, including procurement documentation, supplier onboarding, contract records and payment milestones.
  • Maintain procurement, vendor and contract registers to ensure accurate record keeping and timely contract administration.
  • Promote compliant procurement practices in line with Tetra Tech procedures, DFAT requirements and Commonwealth Procurement Rules.

Program Administration and Operational Support

  • Coordinate program administration, travel, logistics, meetings and events to support effective program delivery across the Pacific.
  • Support mobilisation, onboarding and operational logistics for staff, advisers and consultants.
  • Liaise with internal teams, service providers and stakeholders to ensure efficient day-to-day program operations.

 Records, Asset and Information Management

  • Maintain accurate electronic records, filing systems and program registers to support operational efficiency and audit readiness.
  • Coordinate asset, inventory and office resource management, ensuring records remain current and compliant.
  • Contribute to continuous improvement of templates, registers and administrative systems to strengthen consistency and knowledge management.

Coordination and Stakeholder Support

  • Work collaboratively with program teams, corporate services, DFAT, SPC and other stakeholders to deliver high-quality operational support.
  • Monitor and follow up financial, procurement and administrative actions, escalating risks and issues where required.
  • Provide responsive customer service and clear communication to support effective program implementation.

Capacity Strengthening and Continuous Improvement

  • Support staff and advisers in applying finance, procurement and administrative processes, templates and systems consistently.
  • Contribute to the development of practical guidance, process improvements and knowledge-sharing initiatives.
  • Foster a culture of compliance, accountability, collaboration and continuous improvement across program operations

You Will Bring

  • Relevant tertiary qualification in accounting, finance, business administration or a related discipline, or equivalent demonstrated experience.
  • At least five years' experience in finance, administration, procurement support or project operations, preferably within donor-funded or international development programs.
  • Experience supporting financial administration, including payment processing, budget monitoring, reconciliations, financial reporting and audit preparation.
  • Experience coordinating procurement, vendor administration, contract management, travel logistics and program administration.
  • Strong knowledge of financial controls, procurement processes and compliance requirements, with the ability to maintain accurate records and documentation.
  • Advanced proficiency in Microsoft Excel, Word, Outlook, Teams and SharePoint, with experience using financial trackers, registers and document management systems.
  • Excellent organisational skills, attention to detail and the ability to manage multiple priorities and deadlines in a fast-paced environment.
  • Strong written and verbal communication skills, with the ability to build effective relationships across diverse teams and stakeholders.
  • Demonstrated initiative, sound judgement and a commitment to continuous improvement, accountability and high-quality service delivery.
  • Ability to work effectively in multicultural and multidisciplinary environments, with an understanding of safeguarding, GEDSI and ethical conduct in development programs being highly regarded.
