Proposal Summary:  
MSI is pursuing the USAID’s Countering Ethno-nationalism in BiH Activity. The purpose of this activity is to address the issue of ethno-nationalistic divisions which are hindering prosperous socio-economic development of the country by implementing memorialization initiatives that counterbalance one-sided narratives of the past, increasing youth’s resilience to divisive influences, and generating media and narratives that combat hateful rhetoric and promote cohesion and shared values.

 

Position Summary: 
The Finance and Administration Manager, under the overall direction of the Chief of Party (COP), will oversee and manage finance and administrative activities for the project and will ensure these functions are fully aligned with programmatic priorities and objectives. The ideal candidate will support the COP and technical leadership to ensure that project activities are responsive to the Bosnian context and to USAID objectives for the project. This will be a full-time position based in Sarajevo, Bosnia-Herzegovina. This position is contingent upon award.

Responsibilities: 

  • Oversees the project’s financial management and preparation and submission of financial statements, budgets and other cost-accounting reports.
  • Oversees the project’s administration, operations, human resource, logistics, procurement, and IT.
  • Ensures adherence to USAID and MSI financial and accounting policies and procedures.
  • Manages projection of monthly, quarterly, and annual expenditures and prepares pipeline estimates. Anticipates, and evaluates current and emerging financial risks, develops and implements mitigation strategies.
  • Supervise the daily financial operations of the contract, timesheet recording, reporting to the client on the financial aspects of the project, and daily monitoring of obligations, budgets, and expenditures.
  • Supervises finance and operations staff or consultants.
  • Closely coordinates budgeting and financial management activities with MSI Home Office as needed.
  • Build and maintain strong working relations with key internal and external stakeholders, beneficiaries, prime and subcontractors, suppliers and partners. Provide effective and timely responses to inquiries and concerns.

 

Qualifications: 

  • Bachelor’s degree in Business Administration or other relevant field. Master’s degree preferred.
  • Seven (7) years of professional management experience overseeing finance and administration for a USAID-funded project of a similar size and complexity.
  • Minimum Three (3) years of experience administering and managing grants.
  • Demonstrated knowledge of USAID financial regulations, and well as administrative policies and techniques.
  • Demonstrated capability to communicate effectively and develop relationships with different stakeholders.
  • Excellent track record of good interpersonal, supervision, and managerial skills ability to communicate effectively at multiple levels in the organization.
  • Prior experience in the Balkan region; Bosnia-Herzegovina experience preferred. 
  • Fluency in written and spoken English required; fluency in local language required.
  • Results-oriented and team player and ability to follow guidelines and controls required of the position.
  • Working knowledge of MS Office applications and familiarity with automated accounting systems; QuickBooks are preferred.
