About the program

Implemented by the Pacific Community (SPC), the Pacific Humanitarian Warehousing Program is a Pacific-led, multi-donor investment to enhance humanitarian warehousing capability in 14 Pacific Island countries and Timor-Leste. The program aims to enhance humanitarian warehousing capacity and emergency relief supplies and is designed to support greater preparedness and resilience to disasters throughout the region, enabling countries to deliver locally led responses in the first 48 hours of crisis. The program will be guided by the thematic priorities of localisation, gender equality, disability and social inclusion, and green humanitarian action.

Working closely with SPC, the Infrastructure Specialist Unit supports the wider Pacific Humanitarian Warehousing Program by managing the scoping, design, construction, refurbishment or leasing of humanitarian warehouses across the program’s partner countries. The Infrastructure Specialist Unit is implemented by Tetra Tech on behalf of the Department of Foreign Affairs and Trade (DFAT).

How does the Infrastructure Talent Pool work

Joining our PHWP Infrastructure Talent Pool means that you will have access to provide consultancy inputs as needs arise across the lifecycle of the program. It will be demand driven whereby the program team will share opportunities for short term inputs with the pool to support the program on a case-by-case basis. Specific terms of references will be shared for each specific short-term assignment. Inputs will be made either remotely or in country on the project site. Our program team are dispersed across the region, with the majority of the team based in Fiji, with regular travel to project sites. 

What We’re Looking For:

We’re interested in individuals with strong technical infrastructure expertise in any of the following areas at the mid-senior and senior level who have recent experience working in one or more Pacific country or Timor Leste. We are looking for:

  • Technical Project Managers to manage minor to small infrastructure works, likely including travel, for short-term inputs from 1 – 4 months.
  • Construction Managers to assist in on-site supervision and capacity strengthening of local contractors and contract administration, for inputs of 4 – 8 months.

In addition to technical abilities, we would ideally like the following skills, experience and capabilities demonstrated:

  • Developing and maintaining positive and collaborative relationships with diverse stakeholders across the Pacific region.
  • Experience delivering infrastructure programs in the international development or humanitarian sectors, and/or in remote or low-resource settings.
  • Working to high quality and safety standards
  • Integration of cross cutting themes (Gender Equality, Disability and Social Inclusion, Sustainability, Localisation) into your work.

You must be based in a Pacific Island country, Timor Leste, Australia or New Zealand to be eligible to join the Talent Pool. We would strongly encourage applicants from Pacific Island and Timor Leste nationals.
