Proposal Summary:
This MEL platform will increase USAID/Haiti’s and implementing partners’ understanding of program outputs, progress, challenges, successes, and lessons learned in the current country context. Provide technical support for Third-Party Monitoring (TPM) systems to verify and provide independent monitoring of USAID/Haiti full portfolio including Humanitarian Assistance activities in hard-to-reach areas in Haiti. Provide Evaluation, Learning, and Capacity Building (MEL) services to ensure empirical evidence for programming, learning and adapting.

Position Summary:
The Evaluation Manager will oversee and manage evaluations. This role involves designing evaluation frameworks, managing data collection and analysis, and providing actionable insights to improve program outcomes. This is a full-time position and will be based in Port-au-Prince security pending. This position is contingent upon award.
Responsibilities:
- Develop and implement comprehensive evaluation plans and methodologies for the project.
- Manage and oversee the execution of evaluations, including data collection, analysis, and reporting.
- Collaborate with the Chief of Party, Third-Party Monitoring Manager and other stakeholders to ensure evaluations are aligned with program objectives and client requirements.
- Provide technical guidance and support to evaluation teams, ensuring the use of best practices and adherence to ethical standards.
- Analyze evaluation data and prepare detailed reports with actionable recommendations.
- Present evaluation findings to clients and stakeholders, facilitating discussions on program improvements.
- Stay updated on the latest evaluation techniques and methodologies, incorporating them into practice as appropriate.
- Manage project timelines, budgets, and resources effectively to ensure timely and successful completion of evaluation projects.
Qualifications:
- Advanced degree in public administration, international relations, economics, business administration, law or a related field.
- Minimum of five years of experience in program evaluation, including designing and managing evaluation projects.
- Strong analytical skills and experience with qualitative and quantitative data analysis.
- Proficiency in evaluation software and tools.
- Demonstrated ability to work collaboratively with diverse teams and stakeholders.
- Strong project management skills, with the ability to manage multiple projects simultaneously.
- Fluency in English with strong written and oral communications skills.
- Proficiency in Haitian Creole and French.
- Familiarity with USAID evaluation policies and procedures preferred.
