The Energy Security Project (ESP) is a seven-year project funded by the United States Agency for International Development (USAID) and the largest USAID project in Ukraine so far. The USAID ESP is implemented by Tetra Tech, a leading consulting firm based in the United States. 

USAID ESP mission is to enhance Ukraine’s energy security, improve the energy legal and regulatory environment in the country, and increase the resilience of Ukraine’s energy supply. This will help to support the country’s economic development and sustain its democracy. Tetra Tech is working closely with the Government of Ukraine to develop competitive energy markets. By doing so, USAID ESP will facilitate private sector-led energy investments to provide affordable, reliable, resilient, and secure energy for all Ukrainians. This project is currently in the fifth year of implementation and will run through June 2025.

Position summary & job purpose: 

Tetra Tech has an opportunity for an EU Integration Policy and Legislation Expert to support ESP’s overall mission. The EU Integration Policy and Legislation Expert will be assisting the NEURC in meeting some of their obligations under the new efficiency law, more specifically, on some, if not all elements of the secondary legislation pertinent to responsibilities below. This is a full-time position for the period of 1 year with the possibility of an extension for another term.  Learn more about ESP here.

Position responsibilities: 

•    To contribute to ESP’s contractual goals, especially those aimed to:
o    Develop competitive and financially sustainable energy market segments.
o    Improve cross-border electricity, gas trades and facilitate market integration with Europe.
•    More specifically, to contribute to ESP’s contractual Activity 1: European Integration and Competitive Energy Markets Reform and Development in order to facilitate achievement of the following two key outcomes:
o    Advancing the integration of Ukraine’s energy sector with Europe.
o    Facilitating competitive energy market development. 

•   Assist in translating, transposing to Ukraine’s national law and implementing the electricity and gas sector-related and adjacent components of the EU energy acquis, and primarily the following acts:
o    Regulation (EU) 2019/942 establishing a European Union’s ACER.
o    Regulation (EU) 2019/943 on internal market for electricity.
o    Directive (EU) 2019/944 on common rules for the internal market for electricity.
o    Directive 2009/73/EC concerning common rules for the internal market in natural gas.
o    Regulation (EC) No 715/2009 on conditions for access to natural gas transmission networks.
•    Help out to improve the legal and institutional basis for ensuring the independence and capability of the national energy regulator (NEURC) so that it is brought into compliance with the fundamental principles of the EU energy acquis
•    Facilitate organization, preparation and conducting stakeholder coordination, meetings, consultations, and events  with the Ukrainian partners (Ministry of Energy, NEURC, Ministry of Infrastructure, other ministries and organizations, Verkhovna Rada and its relevant committees, etc.), with the wider range of appropriate target audiences in Ukraine, and with the international community partners of Ukraine (primarily, USAID, the EU and the Energy Community representatives) aimed to present, discuss and advocate the proposals of the ESP and, particularly, its Regulatory and Legal team.
•    Assist the Communications team of the ESP from the side of the Regulatory and Legal team in planning and building public relations, media and advocacy campaigns, and other facilitating meetings and events, where appropriate.
•    Promote expanding the use of highly efficient cogeneration technologies and the utilization of waste heat energy potential in accordance with the principles and provisions of the EU acquis.
•    Promote implementing the “energy efficiency first” approach for the recovery / rebuilding and further development of the electricity, gas and heating sectors.

 

 Minimum qualifications: 

  • Master’s degree or equivalent in economics, energy, engineering, finance, management, policy, legal, and/or other related fields.
  • 3 years of experience supporting or leading energy sector projects.
  • 1 year of experience supporting USAID or other donor-funded energy projects in Ukraine.
  • 1 year of experience in supporting the electricity and gas sector regulators, ministries, or the relevant energy efficiency institutions and operators in pursuing their tasks and duties over a cumulated period of minimum 3 years.
  • Working experience with the drafting, development, or implementation of the relevant EU acquis-compliant legislation in the energy sector and frameworks supporting the energy efficiency and/or promoting the utilization of the highly efficient cogeneration.
  • Good understanding and experience in assisting implementation of various aspects of the EU Third Energy Package and recently adopted new energy package for electricity market, energy efficiency and renewable energy (Clean Energy for All Europeans), EU energy market features, structures, facilities, and mechanisms.
  • Knowledge of the EU REMIT, or the energy consumer protection / ombudsman-related legislation and requirements will constitute an asset.
  • Excellent oral and writing skills in English and Ukrainian.
  • Ability to build effective relationships with peers, supervisors, clients, and stakeholders.

Physical demands & work environment:

•    Possible occasional business travels.
