Position Summary:

Tetra Tech is recruiting an EU Electricity Convergence Advisor to be based in Chisinau, Moldova to support the implementation of the USAID administered Moldova Energy Security Activity (MESA). The objective of MESA is to strengthen Moldova’s energy security by: (1) advancing physical and market integration of the Moldovan energy sector with Europe; (2) increasing renewable energy integration; and (3) increasing investment in energy efficiency and domestic power generation, particularly through increased adoption of renewable energy technologies.

Reporting to the Chief of Party, the EU Electricity Convergence Advisor will be embedded in Moldelectrica and assume responsibility for providing strategic advice and assistance on the development of methodologies, processes, tools, and functions of Moldelectrica, which will promote the country’s sustainable energy security in line with the Energy Community acquis requirements and the Catalogue of Measures that need to be fulfilled for the implementation of the Continental Europe Synchronous Area Framework Agreement (SAFA). The EU Electricity Convergence Advisor will work with a team of international and Moldovan experts to promote the program activities in relation to electricity infrastructure and markets integration and coordinated energy sector planning with the purpose of improving the energy security of the Republic of Moldova.

Position Responsibilities

  • Guide technical assistance and implementation of the legal and regulatory framework and the preparation of studies and analyses responding to the Catalogue of Measures.
  • Advise Moldelectrica’s senior leadership regarding their UA/MD control block responsibilities and support with implementation of a consistent path of convergence with ENTSO-E rules and practices.
  • Additional areas of strategic advice include:
    • Evidence-based analyses and comprehensive stakeholder consultation and consensus meetings;
      Implementation and application of ENTSO-E methodologies, tools and other specifications. For example, ENTSO-E Network Codes and Guidelines to the Moldovan electricity legislation, review and implementation of market rules and industry codes in cooperation with other members of MESA;
    • Adjustments Moldectrica’s organizational structure, governance and procedures should be adjusted to better address the new tasks and processes driven by ENTSO-E integration;
    • Support matters related to ENTSO-E integration like coordination of activities with local government and EU institutions and assist in preparation of reports and communications;
    • Support identification of and engagement with stakeholders involved in the process of ENTSO-E approximation, to share best practices and lessons learned; 
    • Support MESA with the design of programs and project interventions related to electricity;
    • Provide feedback on project activities, progress of the work on an agreed basis and share issues and concerns that may need executive action and decision;
    • Participate and represent MESA in national and international forums as directed.
  • Perform other tasks as assigned.
     

Minimum Qualifications:

  • Bachelor’s degree in energy economics, energy engineering or in a relevant field
  • At least ten years of professional experience advising, or working with transmission system operator(s) (TSOs)
  • At least three years of professional experience working in or advising a TSO in Europe or the Energy Community within which at least two years. The applicant should have had a position as a team lead or department management position within the organization
  • Prior experience in and deep knowledge of the role and responsibilities of a TSO in the Continental Europe Synchronous Area of ENTSO-E
  • Fluency in English for both oral and written communication
  • Strong communication skills: ability to clearly explain thoughts, legal and technical opinions and prepare memos and presentations
  • Proficiency in MS Windows, MS Office and internet applications
  • Ability to demonstrate flexibility, dedication to assigned duties and a highly cooperative spirit
  • Excellent skills in managing time and organizing tasks effectively

Valued Qualifications:

  • Familiarity with the political and economic dynamics of Moldova
  • Master’s degree in energy economics or energy engineering or in a relevant field
  • Experience working for or collaborating with other international donor funded projects
  • Knowledge of Romanian and/or Russian languages 
  • Knowledge of Moldovan electricity sector
