Your Role:

Tetra Tech is seeking a full-time mid-level Environmental/Process Engineer to complete or assist with the planning, development and design of projects involving water treatment, primarily coal mine drainage (both active and passive).   The qualified candidate will be a senior environmental engineer with 5+ years of experience focused on water quality projects on mining and remediation sites.  This position will also provide technical expertise in the fields of civil and environmental engineering to support project planning and development, project design and permitting, project management, mentoring, and business development/marketing services primarily for mining, abandoned mine reclamation, mine drainage treatment/abatement projects, rare earth element/critical mineral (REE/CM) recovery projects, and alternative/renewable energy projects including mine pool geothermal projects.  Experience or class work on civil works projects, remediation construction and earthworks, preferably those involving aquatic and habitat restoration is a plus.  Experience with water sampling and evaluation related to stream assessments, AMD discharge characterization, treatability studies, mine pool monitoring and studies, AMD treatment system/plant design and performance, and watershed restoration are required.  Experience with OSMRE’s AMD Treat software is desirable.  Projects will be primarily located in Pennsylvania, Maryland, Ohio, West Virginia, and Kentucky, but may also be located in other Appalachian states or elsewhere across the country.  Projects will be completed in accordance with appropriate state and federal regulations and accepted engineering standards.  Tasks may involve site investigations, abandoned mine land/AMD site inspections, evaluation of reclamation and treatment techniques (including innovative technologies), mine pool evaluations, environmental studies, designs, and/or construction management related to mining, abandoned mine land reclamation, mine drainage treatment, renewable energy, and other environmental projects.  Experience in any or all of the following areas would be beneficial: an understanding of the geology of Appalachian coal seams and the associated mining techniques (both surface and underground); experience with developing watershed restoration and/or AML reclamation plans; development of grading plans, erosion and sedimentation control plans and permits; experience with environmental permitting; and/or knowledge of water chemistry, geochemistry, water treatment, and sludge handling/disposal.  Registration as a professional engineer (or the ability to become registered) in one or more of the states of PA, OH, MD, WV, or KY is preferred.

  • Work with clients, developers, stakeholders, watershed groups, various NGOs, landowners, federal, state, and local government officials; and other Tetra Tech staff with diverse technical backgrounds to plan, develop or otherwise facilitate mining, abandoned mine land reclamation, AMD treatment/abatement, rare earth element/critical mineral (REE/CM) recovery projects, and alternative/renewable energy projects including mine pool geothermal projects. 

  • Oversee, complete or support the preparation of project designs for AMD treatment/abatement, mining, abandoned mine land reclamation, and alternative/renewable energy projects including completing or supporting investigations, assessments, permit applications, engineering studies, design, and construction-phase services. 

  • Mentor new and inexperienced staff.  Duties would include demonstration of best practices both in the office and in the field.  

  • Prepare engineering reports, cost estimates, alternative analyses, plans and specifications, permit applications, construction schedules, and related correspondence in support of mining, abandoned mine land reclamation, AMD treatment/abatement, rare earth element/critical mineral (REE/CM) recovery projects, and alternative/renewable energy projects including mine pool geothermal projects. 

  • Size equipment such as vessels, pumps, water/wastewater treatment process equipment, pipelines, heat exchangers, valves, aerators, mixers, etc.

  • Design and size piping and pumps.

  • Design and size passive treatment system components.

  • Develop process documents such as Process Design Basis (PDBs), Piping and Instrumentation Diagrams (P&IDs), Process Flow Diagrams (PFDs), mass balances, sequences of operation.

  • Interface with other engineering disciplines, water chemistry laboratories, and equipment vendors.

  • Develop cost estimates, techno-economic analyses, and life cycle assessments of engineered processes.

  • Author operating manuals, treatability studies, design memorandums and other technical reports.

  • Other duties as assigned.
     

Qualifications:

  •  PhD/MS degree in Civil, Environmental, Water Resource Engineering, or related field.

  • More than 5 years professional experience.

  • Good writing skills, example of writing requested prior to interview.

  • Good organizational and time management skills with the ability to simultaneously handle multiple tasks and project responsibilities.

  • Responsible and equally suited to working independently or in a team environment involving a suite of restoration professionals including chemistry, engineering, geology, biology, ecology and geomorphology.

  • Must be able to read, interpret, and understand design drawings and specifications, watershed restoration plans, treatability studies, TMDLs, AMD treatment system operation and maintenance (O&M) plans, vendor supplied specifications and quotes, mine permit applications and regulations, mine maps, and other technical or engineering reports. 

  • Ability to read, analyze, and interpret general business periodicals, professional journals, technical documents and procedures, and government regulations. 

  • Must be able to write detailed reports, specifications, business correspondence, and procedure manuals. 

  • Must be able to effectively present information, communicate, and respond to questions from groups of coworkers, clients, customers, and the general public.

  • Must have MS Word and Excel knowledge for preparation of reports, proposals, compiling data, and the development of other various documents.  Capability in other Microsoft Office suite products is desired.

  • Must be an independent thinker and be able to take over projects with minimal training and with minimal direct oversight.

  • Must have 5 or more years’ experience working directly on mine drainage treatment, mining, abandoned mine land reclamation, or alternative/renewable energy related projects.

  • Registration as a professional engineer (or the ability to become registered) in one or more of the states of PA, OH, MD, WV, or KY is preferred.

  • Demonstrated expertise in water quality assessment techniques, water quality chemistry, and treatment technologies.

  • Demonstrated expertise in the performance of water quality assessments on mine impacted sites.  Likely work sites will be located in Pennsylvania, West Virginia, Maryland, and Ohio, but could include other domestic and international locations.

  • Established relationships with government and industry experts and project stakeholders working in the mine reclamation and mine drainage treatment/abatement space.

  • Expert knowledge of aquatic ecosystems as they relate to the principles pertaining to effective design techniques.

  • Expert knowledge of in-stream design techniques and practices.
