Project Summary and Job Summary

Tetra Tech is seeking Energy Sector Experts based in Ecuador to join our team for the anticipated USAID Ecuador CEA. These positions will be based in Ecuador, and candidates must be willing to relocate to the project location for the duration of the assignment. Applicants will be considered for inclusion in Tetra Tech’s proposal for long-term or short-term assignments. All positions are contingent upon contract award.  

The purpose of the USAID Ecuador Clean Energy Activity (CEA) is to advance renewable energy generation and energy efficiency deployment in the country’s interconnected and off-grid areas. CEA will support Ecuador’s energy transition by promoting adoption of sustainable energy technologies including sustainable transport through:

  1. Blended finance instruments to mobilize investments.
  2. Clean energy technologies and energy efficiency measures.
  3. Policies, regulations, and/or practices that increase clean energy use.
  4. Competitive procurements for renewable energy, enhancing energy planning and grid management, and improving energy efficiency.

Position Responsibilities

Applicants should be mid-level to senior-level experts with experience in one or more of the following working areas: 

  • Renewable energy design and implementation projects: solar, wind, hydroelectric and geothermal energy initiatives.
  • Renewable energy competitive procurement mechanisms.
  • Experience with feasibility studies, project development, and project implementation.
  • Energy efficiency design and implementation projects: experience in designing and implementing programs and projects to improve energy efficiency in industrial, commercial, government, and residential sectors.
  • Familiarity with energy audits in industry and commercial buildings.
  • Energy efficiency standards for commercial and industrial appliances.
  • Clean energy policy, planning, and regulations: knowledge of energy policies and regulations in Ecuador, including renewable energy incentives, grid integration, and energy tariffs.
  • Engagement with government entities and stakeholders to drive policy changes or ensure compliance measures.  
  • Marketing and promotion of renewable energy and energy efficiency initiatives.
  • Understanding of financing mechanisms and incentives, including public and private partnerships, and grants and loans for both national and international energy projects.
  • Commercial financing for renewable energy and energy efficiency projects.
  • Electricity reliability and renewable energy interventions for community facilities (e.g. healthcare, education).
  • Climate change mitigation projects and associated benefits.
  • Experience in designing roadmaps for decarbonization of the energy sector in Ecuador.
  • Program design and implementation for large-scale energy efficiency projects and/or energy conservation.
  • Environmental and social impact assessment and mitigation for renewable energy projects.
  • Experience in Gender and Social Inclusion (GESI) programs.
  • Awareness-raising and capacity-building for the promotion of gender equality and social inclusion in all programs and organizational processes, procedures, and culture.


Required Qualifications                                        

  • Bachelor’s degree in engineering, physics, business, finance, economics, law, public policy, or similar field.
  • A minimum of 10 years of experience in the energy sector.  
  • Experience supporting USAID or other donor-funded energy projects in Ecuador and/or Latin America.
  • Ability to build effective relationships with peers, supervisors, clients, and stakeholders.
  • Familiarity with the political, social and cultural context of working in Ecuador and/or Latin America.
  • Strong oral and written communication skills.
  • Fluency in English and Spanish (reading, writing, and presentation skills). 

Preferred but Not Required Qualifications

  • Master’s degree in a related field.
  • Prior experience working for national government, international organization, and electric utilities.
