Essential KSAs required (experience, skills, education, certification, etc.):

  • Master’s or PhD degree in economics, physics, math, or engineering with deep knowledge of power systems and power markets. 
  • Deep understanding of Value of Loss Load (VOLL), Loss of Load Expectation (LOLE), Loss of Load Probability (LOLP) and Cost of Unserved Energy (CoUE), unit commitment concepts and analyses; electricity market/dispatch modelling, least cost expansion studies, demand forecasting, use of Monte Carlo simulation and statistical packages, optimization principles, Integrated Resource Planning (IRP), generation planning, and tariff analysis. 
  • Experience in power markets design and operations. 
  • Thorough knowledge of timeseries, regression, ARIMA, and other load forecasting techniques. 
  • Deep understanding of and experience in using energy and power sector planning software such as, but not limited to, TIMES/MARKAL, ENPEP, MAED, WASP, PLEXOS, UPLAN, PYPSA, and other similar tools.  
  • Knowledge of and experience in designing and/or implementing generation planning using optimization features in MS Excel. 
  • Demonstrable level IT literacy, and data analysis and manipulation skills. 
  • Experience of working as a consultant and assignments overseas will be an advantage. 
  • Experience working on projects funded by International Finance Institutions (IFIs) such as USAID, World Bank, Millennium Challenge Corporation (MCC), Asian Development Bank (ADB), European Investment Bank (EIB) and others. 
  • Experience of advising clients on large scale power sector and power market projects. 
  • A strong record of system modelling and quantitative analysis is essential. 
  • Excellent report writing and public presentation skills. 
  • Adaptable and able to work both independently and as part of a team. 
  • Ideally experienced in proposal writing and business development.  
  • Experience in doing studies that comply with European Network of Transmission System Operators for Electricity (ENTSO-E) standards and requirements. 

 

Line management responsibility:

  •  Coach, mentor and supervise staff  

 

Physical demands & work environment:

  • Office setting, able to travel as needed, at least 30% of the time
