The opportunity

  • Provide leadership and advice to support the PNG-Australia Policing Partnership
  • International Development opportunity supporting the AFP's implementation of police development strategies
  • 1 year fixed term contract with approximate start July 2026
  • Location: Port Moresby, PNG

The program

The PNG-Australia Policing Partnership (PNG-APP) was forged through which the Australian Federal Police and the Royal Papua New Guinea Constabulary (RPNGC) collaborate to improve policing in PNG and to tackle trans-national crime. The PNG-APP through technical advice, training, mentoring, and coaching provides capacity development and support across 24 deliverables in the operations, training, and corporate reform areas of the RPNGC. 

 The role

The Team Leader will work with and through key counterparts to advise, mentor, and provide ‘on the shoulder’ support in the implementation of actions towards achievement of the PNG-APP’s deliverables. Manage a small team of advisors and contribute your strategic advisory skill set from a wide range of corporate or relevant experience for success in the role.

Key responsibilities

  • Partner with the Royal Papua New Guinea Constabulary to support its reform priorities and strategic goals.
  • Build strong relationships across key government agencies and help manage risks to reform delivery.
  • Develop clear plans and workplans to guide implementation across the program and advisory team.
  • Monitor progress, evaluate delivery and ensure timely reporting against agreed priorities.
  • Stay across changes in government policy and systems, and assess their impact on program delivery.
  • Work closely with Constabulary counterparts to adjust support to changing needs and priorities.
  • Provide high-quality advice across governance, finance, human resources, procurement, contracts, logistics, planning and internal audit.
  • Improve outcomes by strengthening collaboration, information sharing and consistent working practices across teams.
  • Promote the work of the advisory team across the program and the wider Australian Federal Police.
  • Manage the Advisors and support team performance and related administration.


About You

  • Demonstrated senior level strategic advisory experience in managing corporate services (HR, logistics, and finance) within international development programs or similar contexts with a
  • Proven ability to lead and manage teams in a complex, multicultural environment.
  • Excellent strategic planning and problem-solving skills.
  • Demonstrated experience in stakeholder engagement and partnership building particularly in challenging international settings.
  • Strong communication skills both verbal and written.
  • Degree in Business Administration, Human Resources, Finance, Logistics or a related field. Significant experience in lieu of a formal qualification.
