The Energy Security Project (ESP) is a seven-year project funded by the United States Agency for International Development (USAID) and the largest USAID project in Ukraine so far. The USAID ESP is implemented by Tetra Tech, a leading consulting firm based in the United States.
USAID ESP mission is to enhance Ukraine’s energy security, improve the energy legal and regulatory environment in the country, and increase the resilience of Ukraine’s energy supply. This will help to support the country’s economic development and sustain its democracy. Tetra Tech is working closely with the Government of Ukraine to develop competitive energy markets. By doing so, USAID ESP will facilitate private sector-led energy investments to provide affordable, reliable, resilient, and secure energy for all Ukrainians. This project is currently in the fifth year of implementation and will run through June 2025.

Position summary & job purpose:
Tetra Tech has an opportunity for an Electricity Market Integration Coordinator to support ESP’s overall mission. The Electricity Market Integration Coordinator will be responsible for facilitating electricity market integration between Ukraine and the EU countries as well as with Moldova. Position responsibilities:
- Advise on development and implementation of roadmaps and action plans on Day-Ahead Market and Intra-day Market coupling, joint cross-border capacity allocation and integration to JAO (Joint Allocation Office) as well as Balancing Market and Ancillary Services Market integration.
- Coordinate Ministry’s activities on electricity market integration with ESP, NEURC, Market Operator, Ukrenergo, Energy Community Secretariat and EU Delegation in Ukraine (and any other related entities/authorities) toward the integration of Ukrainian electricity markets with the EU and Moldova.
- Support the implementation of the EU energy acquis on electricity related components in Ukraine’s primary and secondary legislation.
- Analyze the needs and obligations of the Energy Ministry and other implementing parties to fulfill Ukraine’s commitments towards EU and achieving electricity market integration, plan and coordinate the ESP technical assistance to address the needs, and coordinate with the stakeholders and manage the processes for development and adoption of the required primary and secondary regulatory framework (this includes coordination with stakeholders for finalization of drafts laws and regulations).
- Coordinate the implementation of the electricity market integration Roadmap, regularly report on the progress to Ministry and ESP, and prepare ad hoc briefs as required.
- Interact and maintain successful relationships with counterparts, other ESP employees, and subcontractors.
- Support capacity and knowledge building events and programs.
Minimum qualifications:
- At least 5 years’ experience in the electricity market.
- Understanding of the EU electricity market, regulations, current design and trends and Ukraine’s obligations for market integration.
- Theoretical and practical knowledge in promoting and facilitating electricity market integration.
- Able to produce and review/correct reports and assessments.
- Proficiency in English (written, read, spoken, and heard).
- Proficient in office computer applications for project planning, implementation and monitoring (i.e., Microsoft Office).
- Strong understanding of the specifics of Ukrainian electricity market and legislation as well as market reform implementation.

- Results focused with the ability to meet commitments & deadline.
- Highly organized with excellent attention to detail.
