The Energy Security Project (ESP) is a seven-year project funded by the United States Agency for International Development (USAID) and the largest USAID project in Ukraine so far. The USAID ESP is implemented by a USAID Contractor, Tetra Tech ES, Inc., a California-based leading provider of services in the areas of water, environment, infrastructure, resource management, energy, and international development.
The USAID ESP mission is to enhance Ukraine’s energy security, improve the energy legal and regulatory environment in the country, and increase the resilience of Ukraine’s energy supply. This will help to support the country’s economic development and sustain its democracy. USAID ESP is working closely with the Government of Ukraine (GOU) to develop competitive energy markets. By doing so, USAID ESP will facilitate private sector-led energy investments to provide affordable, reliable, resilient, and secure energy for all Ukrainians. USAID ESP is currently in the fifth year of implementation and will run through June 2025.

Position summary & job purpose:
Tetra Tech has an opportunity for an Electricity Market Expert to implement Ukraine’s electricity market reform including the development of primary and secondary regulatory framework as well as harmonization of market rules with the EU. This is a full-time position for the period of 1 year with the possibility of an extension for another term. Learn more about the ESP project here.

Position responsibilities:
- Coordination and cooperation with the respective entities and authorities in relation to electricity market reform implementation.
- Conduct evidence-based analysis on electricity market trends, assist preparation of regular market monitoring reports and propose recommendations to facilitate competitive development of the market.
- Analyze draft legislation (including amendments) on primary and secondary regulations related to the electricity market, prepare assessments and recommendations for changes to be proposed by ESP.
- Conduct research and provide advice on electricity market design and policy implementation.
- Support project activities towards achieving full integration of Ukrainian electricity market to the Europe.
- Support to project activities related to improvement of financial settlement and clearing in the electricity sector considering the long-term goal for establishment of a clearing house.
- Support the development of an effective electricity market surveillance and monitoring mechanism.
- Support management of project activities towards advancing competitive electricity market mechanisms (e.g., day-ahead, intra-day, real-time balancing markets, bilateral trade, supplier switching, etc.).
Minimum qualifications:
- University degree in electrical engineering, economics, business administration, law, or related field.
- 5-year experience in the electricity sector.
- 1 year of experience in electricity market regulations, specifically in implementation of the market reform.
- 1 year of experience in quantitative analysis and reporting of electricity market trends and strategies.
- 1 year of experience in similar projects on electricity market development and international/regional regulatory cooperation on development of competitive electricity markets.
- Proficiency in English (written, read, spoken, and heard).
- Proficient in office computer applications (Microsoft Word, Outlook, Excel, PowerPoint, Project, Visio, etc.).
Preferred qualifications:
- 1 year of experience in preparation of drafts and amendments for primary and secondary legislation.
- Understanding of electricity market dynamics and price formation mechanisms in different segments of the market.
- Understanding of wholesale electricity market (i.e., day-ahead, intra-day, balancing and bilateral contracts markets), financial settlement mechanism, electricity market monitoring.
- Understanding of retail electricity segment, including commercial metering, retail market rules and supplier switching mechanism.
- Knowledge about EU energy acquis in relation to the electricity sector and good understanding of electricity market integration/coupling processes compliant with EU energy acquis.
- 1 year of experience with the EU and Eastern European countries.
Physical demands & work environment:
- Possible occasional business travels.
