Project Summary:

MSI manages several monitoring and evaluation (M&E) contracts, included the Teaching and Learning for Education Excellence in the Middle East (TALEEM) activity awarded in October 2022. MSI is preparing for several task orders, under various M&E platforms, focusing on early childhood education (ECE). For example, TALEEM is implementing the West Bank Gaza (WBG) Learning Plan, which provides overall learning, research and evaluation support to the USAID/WBG Basic Education Activity (BEA). The BEA activity has two major components: the first is to improve the education and SEL delivery capacity of early childhood centers. The second component supports after-school remedial learning programs and academic-based extracurricular activities for students in grades 1-6.

Position Summary:

The Early Childhood Education (ECE) Specialist will be responsible for the overall management of research studies focusing on ECE under TALEEM and other M&E contracts. The ECE Specialist will serve as the primary point of contact with USAID, implementing partners, and MSI local staff and partners. The ECE Specialist will also work closely with the MSI education practice area staff to support evaluation and research design, data analysis, reporting and presentation. The ECE Specialist will also work closely with MSI research partners and provide quality control over data collection. The position is on a part-time basis, estimated at 50% to 70% time for up to three years, depending on the requirements of the studies being implemented. The ECE Specialist will report to the TALEEM Chief of Party (COP) and/or MSI’s Education Practice Area Leader.

 

Responsibilities:

  • Oversee all research activities under the TALEEM BEA Learning Plan and other ECE focused studies under other M&E contracts.
  • Ensure quality control systems and oversight to all research training and data collection.
  • Manage the development of data collection tools.
  • Ensure timely delivery of all research data.
  • Work closely with the MSI Education Practice Area Team to analyze and develop reports and infographics related to the research findings.
  • Work with MSI’s data visualization team to design infographics and data visualization tools for learning events, as requested.
  • Work closely with the TALEEM COP and or MSI’s Education Practice Area Leader to mitigate contextual changes in WBG that directly affect the research approach.
  • Develop technical progress reports as requested by client(s).

Qualifications: 

  • Minimum master’s degree in education, social sciences, or related area required.
  • Minimum 10 years of experience working in international education, especially in early childhood development and education required.
  • Experience in monitoring, evaluation, and research in the education sector required.
  • Experience in quantitative and qualitative data analysis using statistical and transcript software such as Stata, R or Python and MaxQDA, NVivo or Atlas.ti to manage, process, and analyze data preferred.
  • Experience working in the MENA region preferred.
  • Experience working with USAID and other donors in the education and early childhood education sector.
  • Strong knowledge of and experience in education components such as evidence-based instructional practices, teacher training, curriculum development, materials design, foundational learning preferred.
  • Ability to travel to conflict zones if required.
  • Spoken and written fluency in English required. Fluency in other languages such as French, Arabic, and/or Spanish, preferred.

Pay Transparency Statement:

We are committed to taking a thoughtful, compliant, and equitable approach to employment compensation. The anticipated daily pay for this position is $300 to $400 USD.
