Project Summary
The Energy Security Project (ESP) is a seven-year project funded by the United States Agency for International Development (USAID) and the largest USAID project in Ukraine so far. The USAID ESP is implemented by a USAID Contractor, Tetra Tech ES, Inc., a California-based leading provider of services in the areas of water, environment, infrastructure, resource management, energy, and international development.
The USAID ESP mission is to enhance Ukraine’s energy security, improve the energy legal and regulatory environment in the country, and increase the resilience of Ukraine’s energy supply. This will help to support the country’s economic development and sustain its democracy. USAID ESP is working closely with the Government of Ukraine (GOU) to develop competitive energy markets. By doing so, USAID ESP will facilitate private sector-led energy investments to provide affordable, reliable, resilient, and secure energy for all Ukrainians. USAID ESP is currently in the fifth year of implementation and will run through June 2025.
In addition to providing vital emergency assistance to Ukrainians directly through USAID Energy Security Project (ESP), since summer 2022, it has also performed as an independent procurement agent for the Ukraine Energy Support Fund (UESF). USAID ESP helps to secure and procure equipment to meet the immediate needs of Ukraine’s energy sector to rebuild and repair damaged infrastructure. ESP provides the procurement services gratis as an in-kind technical assistance contribution from USAID.

Background
ESP is assisting the Government of Ukraine (GoU), the Ukraine’s national regulatory authority (NRA) in the energy sector entitled the National Energy and Utilities Regulatory Commission (NEURC), as well as all other relevant public stakeholders to establish and properly implement competitive energy markets in compliance with the European Union (EU) energy legislation (acquis), thereby enabling Ukraine to facilitate private sector-led energy investments, achieve the country’s clean energy and climate goals, and provide secure, sustainable, reliable and affordable energy for all Ukrainians.
Position Summary
USAID ESP is looking for an experienced District Heating Economist. He/she will support ESP in formulating recommendations for heat sector reforms, more specifically, on heat tariffs regulation and heat sector organization. The District Heating Economist will assist municipal authorities and local utilities, with which USAID ESP has established partnership collaboration, in implementation of heat sector reforms, related to tariff setting and facilitating third-party access. This is a full-time position for the period of 1 year with the possibility of an extension for another term, based in Kyiv office, Ukraine. The position will be reporting to ESP’s District Heating Sector Lead.
Main Responsibilities
- Support development / improvement of third-party access system in district heating, facilitating stakeholder consultations;
- Support development of RAB regulatory framework for district heating utilities. Support ESP in engaging stakeholders into this work and subsequently implementation of RAB tariffs;
- Support drafting legal, normative acts in the field;
- Draft policy papers, analytical reports, briefs, presentations;
- Contribute to the discussions with stakeholder;
- Support in organization of conferences, workshops, trainings.
- Other tasks, as needed, to implement District Heating Team responsibilities.
Qualifications
- A university degree in economics, management, energy policy, public administration;
- Demonstrated experience in analysis and writing on complex topics in the field;
- Understanding of tariff setting frameworks for utilities, knowledge of Ukrainian regulatory practice, and problem issues;
- Understanding of heat sector functioning economic principles, knowledge of sector organization models;
- Experience in working with high level stakeholders including senior government counterparts in the field;
- Experience in working with local stakeholders at municipal level, regional level;
- Previous experience of working in donor-funded projects would be an asset;
- 10 years overall experience on economic, financial issues in district heating, municipal energy;
- Proficiency in English (written, read, spoken, and heard) and Ukrainian.
- Proficient in office computer applications (Microsoft Word, Outlook, Excel, PowerPoint, etc.).
