We are currently seeking an experienced Director of Procurement to manage all aspects of our Procurement Department, including the hiring, training, and mentoring of staff across the country. This position is in our Richland, WA office.

 

Your Role:

·         Oversee the Procurement Department, managing all activities related to procurement and subcontract administration for federal and commercial contracts throughout the entire acquisition and delivery life cycle.

·         Establish, implement, and enforce best practices in federal and commercial contracting, including developing and maintaining contracting policies and procedures.

·         Review, draft, and negotiate agreements for professional services (engineering, architecture, environmental, and other technical services) and construction-related projects.

·         Conduct detailed financial analyses to support formal cost/price reasonableness determinations.

·         Collaborate with Tetra Tech’s senior management team, joint venture partners, attorneys, construction managers, field engineers, project managers, business development, and contracts staff to ensure successful project execution.

·         Stay current on federal procurement regulations, audits, compliance requirements, and best practices related to change orders, modifications, processes, reporting, contract models, proposal estimating, and risk assessment. Provide expert advice to the management team on legal and business risks associated with contractual terms or conditions.

·         Interface with clients to resolve contract-related issues, including funding status, contract clauses, and periods of performance.

·         Prepare and manage contract closeout documentation.

 

Qualifications:

·         Bachelor’s degree in Business, Finance, or a related field, or a technical degree with specialized training in contract management. A combination of education and relevant experience demonstrating the necessary knowledge, skills, and abilities will be considered.

·         Minimum of 10 years of relevant experience in procurement and contract management.

·         Thorough knowledge of Federal government procurement regulations and in-depth understanding of FAR/DFAR/DEAR and DCAA compliance.

·         Experience with various contract types, including firm-fixed price, cost-plus, labor hour, and time and material.

·         Certified Professional Contract Manager (CPCM) and/or Certified Commercial Contracts Manager (CCCM) certification is highly desirable.

·         Strong language, mathematical, communication, technical writing, reasoning, and computer skills necessary for the role.

·         Proficient in Microsoft Office Suite, PC, and SharePoint; experience with Oracle is a plus.

·         Ability to work effectively in a team-oriented project environment.

·         Willingness to travel as needed, including potential international travel.

·         A pre-employment drug screen in compliance with federal regulations is required, along with a physical if needed.

·         Must possess a valid driver’s license with a clean driving record without restrictions.

 

Compensation:

Salary commensurate with experience.

Salary Range: $120,000 - $160,000 yr.

 

Pay Range - There are multiple factors that are considered in determining final pay for a position, including, but not limited to, relevant work experience and demonstrated work experience in the above role; skills, certifications, and competencies that align to the specified role; geographic location; and education, as well as contract provisions regarding labor categories that are specific to the position.

 

Tetra Tech offers medical, workers compensation insurance, and 401(k).  Eligible for sick pay accrual under Colorado regulation.
