Director of Administration and Finance for Water Security Activity
Tetra Tech International Development is currently accepting expressions of interest from qualified candidates for a potential Director of Administration and Finance (DAF) position on an anticipated USAID-funded program in the Philippines
Position Description/Summary:
Tetra Tech is preparing to respond to an upcoming USAID solicitation for a new multiyear activity to support the Government of the Philippines (GPH) in fulfilling the country’s water security goals. Specifically, the expected activity will seek to foster more resilient communities, ecosystems, and economy through a set of complimentary activities including: 1) improving water service providers’ performance for increased access to sustainable WASH services; 2) enhancing institutional processes for accelerating water security at sub-national level; and 3) strengthening national water sector institutions, governance, and financing strengthened to enable scaling of actions to increase water security.
The DAF will be responsible for ensuring the project’s compliant operations, financial management and administration per USAID and Tetra Tech rules and regulations. A full-time position based in in Manila, Philippines. The DAF will work under the direction of the Chief of Party (COP) and will coordinate closely with Tetra Tech’s Home Office Project Management Team.
Responsibilities:
* Ensures compliance of project operations with USAID, Tetra Tech Home Office, and other required administrative policies and guidelines;
* Oversees a team responsible for administration, finance, contracts and procurement, human resources, security and logistics;
* Works with the technical teams to identify operational needs to support workplan execution - budget forecasts, procurement plans, subcontractor and consultant requisition, etc.
* Ensures timely financial and other administrative reporting;
* Oversees the hiring and support to project staff in line with local labor laws; and
* Ensures Tetra Tech’s full compliance with local labor laws, tax codes, registration and other GPH requirements.
Minimum Qualification Requirements:
* Bachelor’s degree in an appropriate discipline such as administration or international development. A master’s degree is desirable;
* Minimum of 10 years of similar experience managing administration and finance for USAID contracts;
* Experience providing contractual and financial oversight to USAID-funded projects in the Philippines or Southeast Asia;
* Supervisory experience managing a team working in the areas of financial management, budgeting, accounting, payroll, procurement and subcontracting, human resources, and logistical support services;
* Knowledge of USAID rules and regulations;
*Excellent organizational skills and ability to work effectively in a fast-paced, stressful environment;
*Fluency in written and oral English and Filipino is required.
