Director of Administration and Finance for USAID Biodiversity Activity in Timor-Leste
Tetra Tech International Development is currently accepting expressions of interest from qualified candidates for a potential Director of Administration and Finance position on a USAID-funded program in Timor-Leste.
Position Description/Summary: The Activity seeks to strengthen biodiversity conservation efforts in Timor-Leste in the coastal and marine environment, support local communities to be more resilient to climate impacts, and inclusively and sustainably ensure the sustainable use of coastal and marine resources in economic development.
The Director of Administration and Finance (DAF) will work under the direction of the Chief of Party. The DAF will be responsible for the project’s administrative and financial management, human resources, procurement, and logistics, while ensuring compliance with USAID regulations, local laws, and Tetra Tech rules and regulations. The DAF should model ethical behavior and demonstrate a commitment to diversity, equity, and inclusion (DEI).
Responsibilities:
* Provide guidance to all project staff on complying with budgetary regulations of Tetra Tech and USAID;
* Manage all financial aspects of the project including cash flow, expenditure tracking, and preparation of monthly financial reports in compliance with USAID and Tetra Tech requirements and regulations;
* Provide financial and budgetary information to the Tetra Tech Home Office for USAID as needed;
* Provide guidance and leadership for project compliance efforts including audit preparations;
* Oversee project procurement process for goods and services, including drafting requests, analyzing proposals, drafting contracts, negotiating contracts and prices, reviewing contractual deliverables for quality, and preparing required documents;
* Maintain human resources records for each employee including employment contracts, employment evaluation forms, and annual leave; and
* Supervise project administration and finance team members.
Minimum Qualification Requirements:
* Minimum bachelor’s degree in business administration, finance, accounting, or other relevant discipline required;
* Minimum of seven (7) years of experience providing administrative leadership and oversight to all aspects of development project operations;
* Experience in contractual and financial oversight on USAID-funded and/or other international donor projects of similar size and complexity highly preferred;
* Excellent organizational skills and ability to work effectively in a fast-paced, stressful environment;
* Accounting/Audit certifications highly preferred;
* Familiarity with USAID’s grants under contract preferred;
* Advanced Excel and QuickBooks experience required;
* Professional fluency in written and spoken English required; and
