The opportunity
The Vanuatu Australia Education Support Program Phase II (VAESP II) is funded by the Australian Government and delivered in partnership with the Government of Vanuatu. The program supports the Ministry of Education and Training (MoET) to implement national education priorities, including the Vanuatu Education and Training Sector Strategy, Inclusive Education Policy, and Sustainable Development Goals. VAESP II also manages Australia Awards Vanuatu, providing professional development, networking, and alumni opportunities. The program contributes to improved quality education, social inclusion, and stable, equitable growth in line with Vanuatu’s National Sustainable Development Plan.
The consultant will review the efficiency, compliance, and impact of a Direct Funding Arrangement (DFA) and Literacy Grant within MoET and provincial education systems. The role will assess financial management, fiduciary risks, reporting, and alignment with public finance and policy settings, while examining how funds are allocated, disbursed, and used to improve literacy and numeracy outcomes. Working with MoET, DFAT, VAESP, and provincial stakeholders, the consultant will identify blockers, enablers, lessons learned, and practical recommendations to strengthen future programming, accountability, and education results.
Key responsibilities
- Review DFA Financial Management and Compliance
Assess DFA funding use, financial reporting, and adherence to GoV, GoA, and PFM Act requirements, including fiduciary risks, unacquitted funds, and FMIS accuracy. - Evaluate Literacy Grant Allocation and Use
Examine literacy grant disbursement and school-level spending across provinces to determine how effectively funds support improved literacy and numeracy outcomes. - Provide Analysis and Recommendations for Future Programming
Identify blockers, enablers, lessons learned, and areas for improvement, and deliver practical recommendations to strengthen accountability, fund utilisation, and future education programming.
About You
- Highly experienced technical specialist
You will have a master’s degree in economics, Public Financial Management, International Development, or a related field, together with at least 10 years’ experience in finance and education sector reviews, including Direct Budget Support or DFA modalities. - Strong financial and analytical capability
You will bring a solid understanding of government finance systems, financial auditing, and school-based management grants, with the ability to assess financial arrangements, identify risks, and develop practical, evidence-based recommendations. - Excellent stakeholder and communication skills
You will be a collaborative, adaptable professional with integrity and sound judgment, able to work effectively with government, provincial, and school-level stakeholders, and present complex findings clearly and confidently.
