Deputy Chief Party for El Salvador Local Governance Activity

Tetra Tech International Development is currently accepting expressions of interest from qualified candidates for a potential Deputy Chief of Party position on an anticipated USAID-funded activity in El Salvador.

Position Description/Summary:
The goal of this project is to support targeted Salvadoran municipalities to improve service delivery and achieve financial sustainability. El Salvador’s ongoing consolidation of municipalities will present opportunities to strengthen effectiveness, accountability, and citizen-responsiveness, including in the areas of climate change, planning for equitable growth, private sector engagement, public participation, and social inclusion.

 

Working under the overall direction of the Chief of Party (COP) and in coordination with project technical staff and external partners, the DCOP will ensure the timely and effective delivery of project activities and results. The DCOP will provide technical leadership for one or more project components, support the COP in project management and donor relations, and serve as the technical and program point of contact in the absence of the COP. This is anticipated to be a full-time position based in San Salvador for the life of the project (anticipated five years).

 

Responsibilities:

* Coordinate award management and implementation tasks and adjust programs and operations to achieve or exceed expected outcomes;
* Provide technical expertise and support annual activity work planning and adaptive management of Activity as needed in accordance with the Activity’s objectives and targets;
* Assist in coordinating Activity implementation, providing support to personnel and subcontractor management, and efficient budgeting and financial management, as needed;
* Serve as the interim Chief of Party (COP) when the COP is not available.

Qualifications:

* Master’s degree or higher in Public Administration, Urban Planning, Finance, or a related field;

* Minimum of seven (7) years of demonstrated, progressively responsible field operations experience in the successful implementation of government capacity building, public sector reform, governance, municipal consolidation, and/or local governance programs;

* Minimum of five (5) years in a supervisory position managing multi-disciplinary teams, preferably in donor-funded international development programs;

* Proven track record working in multi-disciplinary teams, engaging effectively with stakeholders, fostering collaborative learning and adaptive management, and promoting gender equity and social inclusion;

* Familiarity with local context and municipal consolidation efforts in El Salvador;

* Excellent oral and written communication skills;

* Demonstrated ability to think strategically and communicate a vision to partners and colleagues;

* Proven experience navigating complex, high-pressure operating environments;

* Excellent communication skills in English and Spanish;

* El Salvador nationals are strongly encouraged to apply.
