Project Summary:

The goal of USAID/Somalia Monitoring Learning Project-2 (SMLP-2) is to establish a third-party monitoring (TPM) system to collect data that verifies partner reported outputs and selected outcomes, and to deduce lessons learned from humanitarian programs in Somalia funded by BHA/Somalia. The overall goal of SMLP-2 is to increase BHA/Somalia’s access to independent, verifiable data related to the 1) quantity and quality of activities delivered, and 2) performance of BHA-funded programs in Somalia. This increased access to data will allow BHA/Somalia to make more evidence-based program design, implementation, and strategy decisions.

Position Summary:

The Deputy Chief of Party (DCOP) will provide monitoring, evaluation, accountability, and learning (MEAL) technical guidance and management oversight as designated by the Chief of Party (COP) to the SMLP-2 team on all tasks. The DCOP will also provide the overall technical direction to SMLP-2 team on monitoring methodology and data analysis. The DCOP will be responsible for the design of the monitoring plan, data collection tools, leading engagement with implementing partners (IPs), and ensuring integrity of data and the overall monitoring system. The DCOP will be based in Nairobi, Kenya and will report to the COP.

 

Responsibilities:

Technical

  • Oversee coordination of field work in line with the Prime’s planned strategic MEL approach.
  • Manage external consultants.
  • Ensure consistency across all areas of data collection and activity implementation.
  • Contribute to measurement and analytics approaches to track success metrics and determine the impact of activity efforts.
  • Develop annual and quarterly monitoring plans and schedules to provide technical guidance to the team, with input from the Senior Monitoring Advisor (SMA), Senior Learning Advisor (SLA), and COP.
  • Review TPM Reports, DQA Reports, Annual Lessons Learned Report, and a sample of SVRs, offering technical feedback and ensuring quality assurance.
  • Lead the delivery of Task 4 DQAs, with support from the DQA STTA team.
  • Provide management oversight for Task 1 TPM and Task 2 Virtual Reporting Platform.

 

Operational and Managerial

  • Serve as Acting COP when the COP is out of office.
  • Liaise with the COP on M&L activities.
  • Lead the technical team and manage staff members, assuming quality assurance and accountability for the timely and quality submission of assigned tasks.
  • Manage the SMA, SLA, and the IP Liaison & Database Officer (ILDO) directly.
  • Encourage efficiency in delivery of tasks by continually monitoring activities against goals, minimizing duplication of personnel activities, and defining and using standard operating procedures.
  • Ensure systematic collaboration and information gathering with colleagues from implementing partners through regular meetings and check-ins.
  • Participate in strategy development, specifically providing hands-on management during the research process.
  • Support professional development and capacity building of staff.

 

Qualifications:

  • Bachelor’s degree is required. Master’s degree is highly desirable.
  • Minimum seven years of experience related to the contract subject matter, including four years of field-based experience, is required.
  • Minimum five years of supervisory experience managing staff and/or subcontractors working on MEAL projects, including TPM required.
  • Experience conducting quantitative and qualitative field research in a complex emergency setting is required.
  • Familiarity with issues related to the implementation of humanitarian assistance activities for refugees and IDPs, food aid, and multi-sector humanitarian assistance in Sub-Saharan Africa is preferred.
  • Familiarity with the operations of BHA funded programs in Somalia is highly desirable.
  • Ability to oversee quality control on TPM and analytical work products is required.
  • Strong analytical, interpersonal, and team management skills is required.
  • Strong written and verbal communication in English is required.
