Project Summary:

MSI is implementing the USAID/Egypt Economic Courts Activity (ECA), a 5 year, USD $19 million program to strengthen the efficiency, transparency, and accountability of the economic courts network. In close coordination with the Ministry of Justice (MOJ), the project is automating various systems and processes in the courts, developing the leadership and technical capacity of court presidents, judges, and court staff, promoting use of mediation, renovating courthouses, promoting strategic planning and customer service improvement programs, and increasing use of data to improve performance and services, among other activities. The project extends through the Fall of 2025.

Position Summary:

The Deputy Chief of Party (DCOP) will work in a dual role as Components 1, 2 and 3 lead dedicated to development of digitalization of the ECs while improving human capacity and transparency of EC operations. The DCOP will also oversee the work of the cross-cutting program support team and ensure effective coordination among the components of the ECA project. The DCOP will serve as the primary liaison to ECA counterparts. The DCOP will be responsible for continual analysis of the project’s political context and formulation of effective programmatic and communications strategies. The DCOP will report to the Chief of Party (COP).

 

Responsibilities:

  • Manage the IT, capacity, and transparency components to successfully accomplish the goals related to the work plan.
  • Serve as principal liaison for ECA with the MOJ and ECs to plan, monitor, and evaluate progress on ECA support and oversee needed adjustments.
  • Work with the MOJ to develop a plan for any work with other stakeholders.
  • Lead periodic and scheduled reviews of ECA progress against the work plan.
  • Supervise work dedicated to improving the client experience in the ECs.
  • Ensure internal and external communications are functioning well.
  • Assist in technical oversight of the project and serve as a point of contact with the national government, justice system, and civil society on issues that are within the project’s scope of work.
  • Ensure operational efficiency of the project team supervised including adherence to contractual requirements and timelines.
  • Work as assigned by the COP to assist with operational details, and personnel, financial, and administrative issues.
  • Work with the Monitoring & Evaluation Specialist to keep track of the project’s Performance Monitoring Plan (PMP).
  • Ensure the drafting, editing, and timely submission to Headquarters and the client of weekly, quarterly, and PMP reports, ensuring appropriate inputs from local staff and/or international consultants.
  • Act as COP in the absence of or as designated by the COP.

 

Qualifications:

  • Master’s degree in law, human rights, public policy, development studies, or related field is required.
  • Minimum 15 years of development experience supervising complex, fast-paced, politically oriented field operations in emerging democracies is required.
  • Experience in Egypt and/or the Middle East is preferred.
  • Experience embedding do no harm and risk mitigation principles comprehensively into project activities and management, including mitigating against negative unintended consequences and safeguards to prevent sexual exploitation and abuse.
  • Fluency and proficiency in written and spoken English required. Arabic language skills would be a plus.
