Constituent Services Manger

Position Summary:

The Constituent Services Manager will serve as a critical liaison among project leadership, local governments, regulatory agencies, community stakeholders, property owners, utilities, and other partners. The successful candidate will help ensure that project activities are aligned with applicable federal, state, and local requirements while supporting timely issue resolution and effective intergovernmental coordination.

Essential Job Functions:

• Research and document local jurisdictional requirements applicable to non-congregate sheltering facilities and related project activities.
• Identify permitting, zoning, land use, building, code enforcement, utility, occupancy, accessibility, and other regulatory considerations.
• Compile and maintain jurisdiction-specific requirements, procedures, application materials, timelines, contacts, and approval conditions.
• Coordinate with municipalities, counties, utility providers, planning departments, building officials, code enforcement personnel, and other local and regional agencies.
• Support the navigation of permitting and approval processes across multiple Florida jurisdictions.
• Track the status of permits, approvals, inspections, utility connections, corrective actions, and other jurisdictional requirements.
• Identify potential regulatory, operational, or community-related barriers and escalate issues to project leadership.
• Develop clear summaries, matrices, briefing materials, status reports, and recommendations for internal and client use.
• Support communications with elected officials, local government staff, community representatives, property owners, and other constituents as appropriate.
• Assist with intergovernmental relations and policy coordination related to sheltering, housing, emergency management, land use, and community recovery.
• Promote consistent, professional, and responsive constituent engagement throughout the project lifecycle.
• Coordinate with technical, compliance, logistics, housing, construction, and program management teams to support project delivery.
• Maintain accurate records of contacts, commitments, decisions, approvals, and outstanding actions.
• Perform other duties as assigned in support of the non-congregate sheltering program.

Required Qualifications:

• Two or more years of experience in constituent services, government relations, public administration, permitting coordination, community engagement, emergency management, housing, or a related role.
• Experience or working knowledge of intergovernmental relations, public policy, regulatory coordination, or local government operations.
• Demonstrated ability to research, interpret, organize, and communicate jurisdictional requirements.
• Experience coordinating with municipalities, counties, regulatory agencies, utilities, or other public-sector stakeholders.
• Strong written, verbal, organizational, and interpersonal communication skills.
• Ability to manage multiple jurisdictions, deadlines, stakeholders, and competing priorities.
• Proficiency with Microsoft Office applications, including Word, Excel, Outlook, and PowerPoint.
• Ability to work independently while contributing effectively to a multidisciplinary project team.
• Ability to travel within Florida, as required.

Preferred Qualifications:

• Experience supporting emergency management, disaster recovery, temporary housing, non-congregate sheltering, affordable housing, or community resilience programs.
• Knowledge of Florida municipal and county government structures, permitting processes, zoning and land use practices, building codes, or utility coordination.
• Familiarity with FEMA-funded programs, public assistance, hazard mitigation, disaster recovery, or related compliance requirements.
• Experience working with elected officials, city or county administrators, planning departments, building officials, code enforcement departments, or utility providers.
• Experience developing jurisdictional tracking tools, permitting matrices, stakeholder maps, or regulatory summaries.
• Bachelor’s degree in public administration, political science, urban planning, emergency management, communications, or a related field.

Physical Requirements:

This is a key staff position supporting the successful implementation of a statewide non-congregate sheltering project. The position may require field visits, attendance at public or interagency meetings, coordination outside normal business hours, and travel to local jurisdictions throughout Florida.

Work Environment / Environmental Factors:

This is a hybrid position where work is performed in a combination of office, remote, and field settings. Field activities may involve varying weather conditions, uneven terrain, noise, active project sites, and other conditions associated with disaster recovery operations. The work environment may change based on project and operational needs.

Compensation:

The salary range for this position is $50,000 – $60,000 (depending on experience). The base salary range represents the low and high end of the compensation scale for this role. Actual salaries will be determined based on location, experience, responsibilities, and qualifications.

• Work Schedule: Monday–Friday, 8AM–5PM (no expected overtime)
