Compliance Officer

The Opportunity:

Tetra Tech is seeking an experienced Compliance Officer to provide oversight in support of the Puerto Rico Public Housing Administration’s (PRPHA) Program Management Services for Permeant Works Program (FEMA). The Compliance Officer is responsible for supporting, administering, documenting, and monitoring compliance activities related to federally funded projects and program management services.

Position Summary:

The Compliance Officer will ensure adherence to applicable federal, state, local, and agency requirements while maintaining effective compliance tracking, documentation, risk identification, audit readiness, and regulatory reporting.

Essential Job Functions:

• Monitor compliance with applicable federal, state, and local requirements related to assigned projects and program activities.
• Ensure compliance with 2 CFR Part 200, FEMA requirements, HUD regulations, Davis-Bacon labor standards, Section 3 requirements, and applicable agency policies and procedures.
• Identify compliance deficiencies, missing documentation, inconsistencies, and potential regulatory risks.
• Coordinate corrective actions with project teams, contractors, consultants, and other stakeholders to address identified compliance issues.
• Develop and maintain compliance tracking tools, logs, checklists, and reporting systems.
• Review project files and documentation to verify completeness, accuracy, and audit readiness.
• Support preparation for monitoring reviews, audits, compliance assessments, and regulatory inspections.
• Monitor contractor and subcontractor compliance with contractual and regulatory requirements.
• Coordinate with project managers, procurement personnel, management agents, and agency representatives regarding compliance-related matters.
• Track compliance milestones, reporting requirements, and corrective action plans.
• Maintain documentation supporting compliance reviews, investigations, findings, and resolutions.
• Assist in the development and implementation of compliance procedures, policies, and quality assurance measures.
• Prepare compliance reports, status updates, risk assessments, and recommendations for management.
• Participate in project meetings and provide guidance on regulatory and contractual compliance requirements.
• Support document management and records retention activities to ensure compliance with federal and agency standards.

Required Qualifications:

• Bachelor's degree from an accredited university in either Business Administration, Public Administration, Accounting, Finance, Engineering, or a related field.
• Minimum five (5) years of professional experience in Compliance. management, Grants management, Davis-Bacon compliance, Section 3 compliance, Regulatory monitoring, Contract compliance, Similar compliance-related services.
• Experience working with municipal governments, public agencies, housing programs, or community development initiatives.
• Fluency in English and Spanish, including the ability to prepare professional documents and presentations in both languages.

Preferred Qualifications:

• Experience with FEMA-funded disaster recovery programs.
• Experience supporting HUD-funded projects and federal grant programs.
• Working knowledge of 2 CFR Part 200 Uniform Guidance.
• Experience monitoring Davis-Bacon prevailing wage compliance.
• Experience administering Section 3 reporting and workforce compliance requirements.
• Familiarity with federal procurement and contract compliance standards.
• Experience supporting audits, monitoring reviews, and regulatory inspections.
• Knowledge of document control, records management, and audit readiness practices.
• Experience working on public-sector capital improvement, infrastructure, housing, or construction programs.
• Strong analytical, organizational, and problem-solving skills.

Physical Requirements:

All candidates must be in Puerto Rico to be considered for the position.

Work Environment / Environmental Factors: 

This is an on-site position with intermittent travel to job sites or client meetings on the island.

Compensation:

The salary range for this position is $80,000 – $85,000 (depending on experience). The base salary range represents the low and high end of the compensation scale for this role. Actual salaries will be determined based on location, experience, responsibilities, and qualifications.

• Employment Type: Full-time (contingent upon award)
• Work Schedule: Monday–Friday, 8AM–5PM (no expected overtime)
• Travel Requirements: 5%–10% (around the island)
• Work Location: San Juan, Puerto Rico
