In Ukraine, Tetra Tech implements the USAID Energy Security Project (ESP), a seven-year project funded by the United States Agency for International Development (USAID) and the largest USAID project in Ukraine so far. USAID ESP’s mission is to enhance Ukraine’s energy security, improve the energy legal and regulatory environment in the country, and increase the resilience of Ukraine’s energy supply to support the country’s economic development and sustain its democracy. Tetra Tech is working closely with the Government of Ukraine to develop competitive energy markets and facilitate private sector-led energy investments to provide affordable, reliable, resilient, and secure energy for all Ukrainians. Position summary & job purpose:

Tetra Tech is recruiting a Compliance Director who will have primary responsibility is to support the company’s work to provide emergency energy assistance to Ukraine in compliance with USAID rules and regulations, and Tetra Tech policies and procedures. A major area of focus is compliance with the approved purchasing system.

The Director conducts internal compliance reviews in the areas of procurement, contracting, grants, human resources, finance, and M&E. These reviews test the adequacy of controls, reviews compliance with policies, procedures, and regulations, and makes recommendations to project management and administrative teams. the Director tracks trends across projects regarding non-compliance and works with the ESI Compliance Committee and company leadership to identify opportunities to address operational weakness across all activities, and when appropriate provides on the spot guidance and training to project employees.  A key function of the Compliance Director’s role is to target those controls or findings that are most critical to project performance and overall compliance and work with project teams to quickly resolve those issues. The Compliance Director’s work is coordinated and scheduled by the VP of Contracts and Legal and the Compliance Committee.

Position responsibilities:

  • Stay abreast of Tetra Tech internal policies and procedures and USAID/USG rules and regulations applicable to compliant contract implementation.
  • Conduct project specific compliance reviews of internal controls and processes related to procurement, contracting, grants, human resources, finance, and M&E.  These reviews test the adequacy of controls, reviews compliance with policies, procedures, and regulations to identify incidences of non-compliance with rules and regulations and Tetra Tech ESI policy.
  • Address project specific findings by making recommendations to company leadership and project management teams aimed at correcting findings, building capacity, and strengthening controls.
  • Follow up on the status of resolving/addressing recommendations until items are cleared.
  • Provide personnel on the spot guidance and training
  • In coordination with the Compliance Committee, schedule and conduct targeted investigations or file reviews as needed.
  • Periodically perform policy compliance spot checks across all projects, i.e. vehicle use, asset management, life insurance, security manuals, SAM checks, etc.
  • Track trends across all projects regarding non-compliance and work with the Compliance Committee to identify opportunities to address operational weakness across all projects.
  • Assist with the coordination of external audits of field offices and projects.
  • Support the Compliance Committee’s development and lead campaigns to promote and maintain a culture of high ethical standards and compliance across the company.
  • Assist in briefing all new home office staff and project COPs on the roles and responsibilities of the Compliance Committee and Compliance Director.

     Minimum qualifications:

    • Bachelor’s degree in relevant field required (e.g. accounting, finance, administration, etc.)
    • Minimum of 10 years of relevant professional experience required
    • Expertise in Federal contracting rules and regulations.
    • Financially literate with in-depth understanding of accounting and internal controls.
    • Excellent oral and written communication skills in English
    • Demonstrated training and capacity building experience.
    • Ability to travel internationally to project locations and conferences
    • Self-motivated and able to work with minimal guidance on multiple concurrent tasks to achieve results
    • Strong intercultural and interpersonal communication skills
    • High proficiency in MS Office applications
    • Must be comfortable working in a fast paced and sometimes intense work environment
    • Must be able to manage several tasks simultaneously and re-prioritize as necessary
    • Excellent writing and listening skills to communicate complex information to a variety of audiences

    Valued qualifications: 

    • Minimum 6 years of project management experience preferred and overseas experience a plus.
    • Proven ability to handle multiple tasks in a fast-paced, deadline-oriented environment, while providing strong attention to detail
    • Provide support during all phases of the project cycle (startup, implementation, closeout) for various contractual mechanisms
    • Develop and manage systems to improve knowledge management, analysis, and learning within the organization.
    • Maintain complete and accurate records and other project administrative documents.
    • French or Spanish language skills a plus.
