Proposal Summary: 

MSI is pursuing the USAID Digital Strategy Implementation and Programs activity with an expected start date of September 2022. The activity, managed through USAID’s Innovation, Technology, and Research Hub’s Technology Division (ITR/T), will build the capacity of USAID Missions, Washington Operating Units, and partners to advance digital initiatives that enhance security and economic prosperity while safeguarding individual rights, freedom of expression, and democratic norms.


The five-year buy-in activity is expected to support USAID across a broad spectrum of tech sectors and practice areas and will involve engaging with a diverse range of external stakeholders, firms, and consultants to provide USAID with the depth of expertise needed to advance effective digital interventions.


Position Summary:

The Communications Specialist will work closely with activity leadership to promote digitization within USAID and its implementing partners. The Specialist will play a key role in socializing the buy-in mechanism at all levels of USAID and demonstrating its ability to advance digital interventions for the agency. The Specialist will be responsible for working across multiple media channels to produce strategic documents, resources, and training resources for buy-in clients.



  • Design and implement an effective communications strategy that promotes digital development and the buy-in mechanism among USAID staff.
  • Coordinate with activity leadership and buy-in mechanism consultants/firms to ensure digital messaging is included in activity awards.
  • Oversee communications-related consultant and sub-awardee support. This could include communications and graphic design freelancers, video production firms, or PR firms.
  • Create strategic documents and training resources that demonstrate the activity’s ability to advance USAID’s digital initiatives.
  • Produce knowledge products across a variety of media formats for USAID’s continuing education of internal and external audiences.




  • Minimum of ten (10) years of experience in communications operating in the fields of technology, cybersecurity, or digitalization.
  • Exceptional multimedia, graphic design, and writing expertise.
  • Experience working on USAID projects or those of another international donor.
  • Familiarity with USAID programming and branding polices preferred.
  • Ability to travel globally up to approximately 15% of time.
