Project Summary:
MSI is implementing the Philippines, Pacific Islands and Mongolia Monitoring, Evaluation and Learning Activity (PIMMELA) in the Philippines and across its geographic area of coverage, which includes 12 Pacific Island countries and Mongolia. PIMMELA will provide monitoring, evaluation, and learning (MEL) support services to USAID Mission in the Philippines and across its geographic area of coverage. PIMMELA will work collaboratively with the Mission’s staff and its implementing partners (IPs) to provide assistance in performance management; third party monitoring and verification; evaluation services; collaboration, learning and adapting; and monitoring and evaluation of the health portfolio.

Position Summary:
The Collaborating, Learning, and Adapting (CLA) Advisor will be leading after-action reviews, facilitating the implementation of lessons learned, and providing essential CLA services to Mission. The CLA Advisor will be developing learning events, coordinating with Pacific Islands and Mongolia staff to deliver comprehensive CLA services, and ensuring alignment with best practices in the field. This position will report directly to Fiji Country Representative.
Responsibilities:
- Provide technical assistance to USAID and implementing partners (IPs) on Monitoring, Evaluation, Research, Learning, and Adaptation (MERRLA) activities.
- Review Activity Monitoring, Evaluation, and Learning Plans (AMELPs) to ensure they align with project objectives and best practices.
- Support evaluations by providing guidance on methodologies, data collection, and review techniques.
- Facilitate CLA sessions with the Mission and relevant stakeholders to promote knowledge sharing and adaptive management practices.
- Provide comprehensive updates on knowledge management and M&E initiatives, demonstrating a commitment to achieving user-focused outcomes.
- Develop a communications and knowledge management strategy and approach to ensure monitoring, evaluation and research findings, lessons learned, and best practices in monitoring, evaluation, assessments, and special studies activities are documented, stored and shared with multiple stakeholders within and outside the USAID/Mission.
- Promote communications and knowledge management standards, processes, and technologies.
- Contribute to the development of a dashboard to visualize monitoring and evaluation findings.
- Manage the development and presentation of relevant information for evidence-based learning and decision-making.
Qualifications:
- Bachelor's degree in a relevant field such as international development, public policy, social sciences, or a related discipline required.
- Minimum five years of professional experience in knowledge management, monitoring and evaluation, or related fields required.
- Experience in facilitating after-action reviews and implementing lessons learned processes required.
- Experience developing and delivering learning events or training sessions aimed at promoting knowledge sharing and capacity building required.
- Strong understanding of CLA principles and methodologies, with practical experience in applying them to programmatic contexts required.
- Strong oral and written communication, organizational, and attention to detail skills.
- Proficiency in relevant software applications, including Microsoft Office Suite, and knowledge of management platforms required.
- Ability to effectively convey complex ideas to diverse audiences required.
- Ability to collaborate effectively with colleagues and implementing partners from diverse cultural backgrounds required.
- Ability to manage multiple tasks and priorities effectively required.
- Strong written and verbal communication skills in English required.
