Project Summary:

The Mozambique Monitoring, Evaluation and Learning (MozMEL) Activity is a five-year initiative to support USAID with monitoring, evaluation, learning, training, and logistical support. One of the USAID’s technical offices, Education, Democracy, and Governance (EDG) Office, seeks support to build a culture of collaborating, learning, and adapting, during a period of transition, restructuring, and onboarding of several key staff.

Position Summary:

The Collaborating, Learning, and Adapting (CLA) Advisor will provide critical technical guidance, analysis, and coordination to strengthen management of current activities and forthcoming activity designs. The CLA Advisor will advise and guide EDG staff in developing and maximizing strategic partnerships; adapting program planning, implementation, and oversight; and optimizing strategic communication. The Advisor will be expected to be self-directed, but not to operate alone; and not without continuously collaborating, adapting, and learning together with USAID staff. The Advisor will include USAID staff in consultations, meetings, and written communications in order to maximize and sustain the collaboration and learning opportunities envisaged through this support. This will be a short-term position, with an estimate of 100 days level of effort during the period of May to October 2024.

 

Responsibilities:

  • Advise and guide USAID staff to lead strategic partnerships, and donor and civil society coordination.
  • Monitor and analyze implementation of Mozambique’s education sector pool fund.
  • Guide USAID and donor partners to harmonize resources according to Mozambique’s education strategic plan and annual operational plan.
  • Advise and guide USAID staff to coordinate textbook procurement and production and broker support among partners in alignment with Ministry of Education and Human Development’s (MINEDH) Textbook Framework Agreement.
  • Aggregate and disseminate technical guidance to USAID staff to strengthen the design, implementation, and oversight of multilingual primary education and youth development programming and interventions.
  • Support MozMEL and guide USAID staff to launch and adapt the initial phase of third-party monitoring of EDG activities in Cabo Delgado.
  • Research opportunities for inclusive education; identify inclusive/disability education resources; use a CLA approach to integrate inclusion into existing education activities; and outreach to the Mozambican Ministry of Education to identify opportunities for a new activity to support inclusive education.
  • Research opportunities to align educational assessments with the Global Proficiency Framework (GPF).
  • Research opportunities for technical and institutional capacity development for educational assessments.
  • Guide consultations and research on existing investments, strategic entry points, and opportunities to enhance USAID support through pre-service teacher training, and remedial and/or accelerated education, based on evidence-based models such as Teaching at the Right Level (TaRL).
  • Coordinate between USAID EDG and Health Offices, and MozMEL staff to crosswalk and analyze education-related indicators from the 2022 DHS.
  • Coordinate between USAID teams, part of the EFG Office to address cross-sectoral priorities, including local government oversight related to school absenteeism, analysis, and implementation of school absenteeism data.
  • Support EDG Office to design and implement a new, simplified, quarterly/annual reporting structure.
  • Update information products, including activity and sectoral fact sheets, and data visualization tools.

 

Qualifications:

  • Minimum of master’s degree in education, language, and/or relevant social sciences is required.
  • Minimum 15 years of experience in the education sector in donor funded organizations in Mozambique is required.
  • Minimum five years of experience managing large-scale, donor-funded, education programming is preferred.
  • Experience in technical leadership and in education programming and activity management, specifically, literacy and/or multilingual education is required.
  • Experience with donor coordination and partnerships is required.
  • Experience in education activity design is required.
  • Experience in generating and using monitoring, evaluation, and learning to inform activity design and adapt implementation is required.
  • Strong written and oral communication, interpersonal, collaboration, and team building skills preferred.
  • Fluency in Portuguese and English, both written and verbal is required.
