Project Summary:
The Mozambique Monitoring, Evaluation and Learning (MozMEL) Activity is a five-year initiative to support the USAID Mission in monitoring, evaluation, learning, training, and logistical support. The MozMEL Activity has been asked to conduct an intervention in Cabo Delgado that will include monitoring, verifying, and evaluating USAID Education, Democracy and Governance (EDG)-funded activities in Mozambique.

Position Summary:
The Civil Engineering Expert will support third-party monitoring (TPM) site visits when required. This will be a short-term technical assistance position that will require travel to Montepuez, Palma, Macomia, Mocimboa da Paraia, Anuabe, Chiure Districts. The Expert will report to the TPM Coordinator in Pemba. The anticipated level of effort is 25-30 level of effort (LOE) from July 1, 2024, to December 30, 2024, with the possibility of increased LOE based on monitoring needs and demands. The selected candidate will work within site visits, quality assurance, compliance monitoring, coordination and communication, data collection instruments and training of monitors, and reporting.
Responsibilities:
- Conduct site visits to monitor construction activities.
- Verify that the work is being performed according to approved plans, specifications, and industry standards.
- Verify that materials used comply with project specifications.
- Inspect ongoing or completed construction work to ensure quality control.
- Identify any deviations from the design or specifications and report them.
- Recommend corrective actions for any deficiencies or non-conformities observed.
- Ensure compliance with all relevant regulations, codes, and standards.
- Monitor adherence to safety protocols and environmental regulations.
- Prepare and maintain detailed records of site observations, including photographs and written reports.
- Liaise with IP, Project Managers, contractors, and other stakeholders to ensure effective communication and coordination.
- Attend TPM preparation training sessions.
- Support the development of relevant TPM data collection instruments.
- Train data collection team members on the activity being monitored and the data collection tools.
- Prepare site visit reports detailing observations, findings, and recommendations.
- Submit reports to the TPM team in a timely manner.
- Keep accurate records of site visits, inspections, and communications.
- Attend debriefing session after data collection.
Qualifications:
- Bachelor’s degree in civil engineering is required.
- Minimum five years of experience in civil engineering, with a focus on construction and site inspections is required.
- Strong knowledge of construction methods, materials, and regulations.
- Strong effective communication, interpersonal, and analytical skills.
- Strong attention to detail and a commitment to quality.
- Ability to work independently and as part of a team.
- Proficiency in using inspection and monitoring tools and data collection platform.
- Proficiency with one or more mobile data collection platforms is required.
- Fluency in Portuguese and English required.
