Chief of Party for USAID West Africa Illegal, Unreported, and Unregulated (IUU) Fisheries Activity
Tetra Tech International Development is currently accepting expressions of interest from qualified candidates for a potential Chief of Party position on a USAID-funded regional West Africa fisheries management program. This is anticipated to be a full-time position based in Accra, Ghana. The position is contingent upon the activity’s award and USAID approval.
Position Description: The program is anticipated to decrease illegal, unreported, and unregulated (IUU) fishing, promote legal and sustainable fisheries, strengthen the resilience of marine ecosystems, and promote the use of credible, transparent science in fisheries management. The Chief of Party (COP) will oversee strategic, technical, and operational management of the anticipated activity, serving as the primary liaison with USAID/West Africa. The COP will also be responsible for ensuring quality control and ensure effective delivery of regional technical assistance to achieve activity objectives.
Responsibilities:
* Provide the overall leadership, strategic guidance, vision, and management to staff for successful implementation and compliance with USAID regulations.
* Ensure an integrated vision and cohesive regional implementation of all technical components including strong collaboration with subcontractors, government, and other local partners.
* Meet contractual obligations, produce deliverables and targets, and achieve project results as specified by client.
* Anticipate, identify, and manage risks related to the Activity’s regional implementation in a timely manner and suggest appropriate adjustments to maintain strong performance.
* Act as the main point of contact for USAID, government stakeholders and counterparts, regional and local partners, and Tetra Tech Home Office.
Minimum Qualification Requirements:
* Minimum master’s degree in marine/coastal resource management, marine biology, fisheries science, biodiversity conservation, environmental governance, or another relevant field.
* Minimum ten (10) years of experience in the successful implementation of donor-funded development activities, USG/USAID experience preferred.
* Demonstrated experience managing large development projects (>$10 million) including direct supervision of technical and operations teams.
* Demonstrated understanding of coastal ecosystem management and marine fisheries in West Africa; expertise in cross-sectoral programs addressing food security, economic growth, and natural resource management is preferred.
* Demonstrated ability to establish and sustain interpersonal and professional relationships with donors, regional organizations, host country government counterparts, academic institutions, and civil society.
* Proven experience navigating complex and high-pressure operating environments.
* Professional fluency in English required and working proficiency in French preferred.
* West African nationals strongly encouraged to apply.
