Chief of Party for USAID Resilient Cities Limpopo Program
The USAID-funded Resilient Cities Limpopo Project, implemented by Tetra Tech International Development, is currently accepting expressions for a Chief of Party. This is a five-year position based in Pretoria, South Africa, with oversight of activities in South Africa, Botswana, and Mozambique.
Position Description/Summary: The purpose of the Resilient Cities Limpopo Activity is to increase access to safely managed and reliable critical services, namely water, sanitation, and solid waste management for urban residents in the Limpopo River Basin. This includes improving public financial management and increasing private sector engagement.
The COP will be responsible for the overall strategic vision, leadership, technical, financial, and administrative direction of the Activity. The COP will ensure an integrated vision among the program’s components and actors, with a focus on achieving the results defined in the Contract. The Chief of Party will be the principal link between USAID, key government counterparts in participating countries, Tetra Tech, and other project stakeholders.
Responsibilities:
* Provide overall leadership, management, and technical direction for the project.
* Manage the project’s implementation, including overall responsibility for personnel, efficient budgeting, and financial management.
* Develop strategic objectives and ensure project compliance with USAID regulations.
* Work closely with USAID to control the quality and timeliness of Activity deliverables and compliance with contractual and regulatory requirements.
* Proactively engage and collaborate with a diverse range of key stakeholders, including government agencies, non-governmental organizations, the private sector, local communities, and relevant partners.
* Serve as the principal liaison with USAID staff, institutions, and client partners to exchange information, develop professional relationships, and make verbal or written presentations, as requested.
Minimum Qualifications Required:
* Minimum bachelor’s degree and fifteen (15) years of progressively responsible international development experience or master’s degree and ten (10) years of progressively responsible international development experience.
* Minimum ten (10) years’ experience designing and implementing similar programs related to urban climate resilience, WASH, solid waste management, water resources management, urban service delivery, and/or institutional capacity development.
* Minimum eight (8) years of senior management experience managing multi-million-dollar, multi-disciplinary development programs and multi-cultural teams, engaging with stakeholders and partnership building (including regional and national-level governments, the private sector, and local organizations), and fostering collaborative learning and adaptive management.
* Prior experience working on USAID or other major donor-funded development programs within the Southern African context is strongly preferred.
* Professional fluency in English is required.
