Chief of Party - Afghanistan
Essential KSA’s Required (experience, skills, education, certification, etc.):
- Master’s degree in engineering, business, finance, economics, law, energy policy or other field directly related to energy sector reform.
- 20+ years of progressive experience managing complex energy sector related projects funded by international donors.
- 12 years of work experience in fields related to electric utilities, energy markets and corporate governance
- Proven track record of successful implementation of measures to attract private sector investment to emerging market countries, such as developing energy sector policies and regulations and competitive bidding frameworks.
- Demonstrated ability to build and maintain positive working relationships with senior level government officials and other essential power sector stakeholders.
- Ability to communicate effectively to build consensus and lead various energy sector stakeholders and/or project team members to meet a common goal.
- Diverse expertise within the power sector and ability to speak with authority not only on policy and regulatory issues, but the technicalities of the transmission and distribution sector.
- Familiar with international development policies and objectives, electricity sector privatization and reform, and large-scale renewable energy projects.
- The candidate must possess depth and breadth of technical expertise on the current status and key energy sector reform issues of the Afghanistani energy sector, especially those concerned with private investment, clean energy, governance, and performances of the GOP-owned energy entities and enterprises
- Supervisory experience in the international development industry, specifically with long-term field staff and short-term U.S., third country, and local experts
- A proven record of excellent management, strong administrative and organizational skills, strategic thinking and decision-making, leadership, communication and interpersonal skills, including being a strong writer and articulate speaker
- Fluency in English with strong oral and written presentation skills.
- Proven ability to handle multiple tasks in a fast-paced, deadline-oriented environment.
