The Programme
MERLY is a 3-year FCDO-funded programme led by Tetra Tech International Development that aims to provide comprehensive monitoring, evaluation, research, and learning for FCDO programmes in Yemen. The purpose is to enhance the efficiency and effectiveness of UK support by fostering connectivity across Official Development Assistance programmes and diplomatic activities while maintaining flexibility to adapt to changing contexts and portfolio needs.
MERLY is implemented across three workstreams: (1) independent monitoring to ensure aid delivery and accountability, (2) research and analysis to align programmes with the evolving Yemeni context and evaluate strategic effectiveness, and (3) portfolio learning to assess programme validity, efficiency, and impact, ultimately driving continuous improvement and knowledge sharing across all programme activities.
The Role
Tetra Tech is seeking a skilled and experienced Cash Transfer Expert to provide technical advisory support on the monitoring and evaluation of cash transfer programming in FCAS contexts, with a particular emphasis on Yemen. Input will be provided via short- and medium-term consultancy assignments.
Responsibilities include:
• Critical review of implementing partners involved in the design, implementation, and monitoring of cash transfer programmes, including the assessment of risk and mitigation strategies related to cash delivery, beneficiary targeting, and fraud prevention, ensuring compliance with donor requirements and international best practices.
• Critical review of cash transfer strategies, implementation guidelines, and operational frameworks tailored to the socio-political and economic context of Yemen and neighbouring countries.
• Lead assessments to identify the appropriateness and potential impact of cash transfer modalities, including conditional and unconditional transfers, in diverse humanitarian and development settings.
• Guide reviews of the integration of cash transfer programmes with broader social protection systems, livelihood initiatives, and sectoral interventions.
• Provide technical advisory input to capacity building and training for implementing partners, government counterparts, and stakeholders on cash transfer programming.
The Person
The ideal candidate will have deep expertise in both unconditional and conditional cash transfer modalities, extensive experience working with multiple donor agencies, and a proven track record in designing, managing, monitoring, and evaluating cash transfer initiatives in complex environments. Demonstrable experience in the critical analysis of cash transfer programming, advising on how robust monitoring, evaluation, and learning mechanisms could be embedded in cash transfer programmes and providing recommendations to improve coordination between donors, UN agencies and other stakeholders is essential as is the ability to write high quality reports.
Essential:
Advanced degree in Economics, International Development, Social Protection, Humanitarian Assistance, or a related field.
At least 7 years of progressive experience designing and managing cash transfer programmes in fragile and conflict-affected states.
Demonstrated expertise with both unconditional and conditional cash transfer modalities.
Proven experience working with major donor agencies including FCDO, USAID, World Bank, UN agencies.
Strong knowledge of social protection systems, humanitarian cash coordination mechanisms, and cash and voucher assistance (CVA) standards.
Fluency in English (spoken and written)
Excellent analytical, communication, and report-writing skills.
Ability to work independently and collaboratively in multicultural, multidisciplinary teams.
Desirable:
Deep understanding of cash transfer programming in Yemen and experience in other FCAS countries.
Arabic language skills
Based in Yemen, Jordan or a neighbouring country in the region.
