Position Summary:
The Capacity Strengthening Specialist will support the Component Lead in providing MEL capacity strengthening for Government of Jordan staff, the Regional Foreign Assistance Office, implementing partners, local institutions, and other stakeholders, and related learning and facilitation activities. The specialist will help design and deliver practical training, mentoring, coaching, workshops, and technical assistance that strengthen local systems, skills, and sustainable use of MEL approaches. This is a half-time, Amman-based role with the potential to grow and a period of performance from October 2026 through September 2027.

• Support the Capacity Strengthening Lead in implementing of capacity strengthening activities for GoJ and RFAO staff, local institutions, and contractors under the Jordan MELA work order.
• Contribute to training needs assessments and annual capacity strengthening plans for government, implementing partners, and local institutions.
• Support the design and delivery of basic, intermediate, and advanced training on MEL and managing-for-results topics.
• Develop practical training curricula, facilitator guides, job aids, presentations, and other learning materials.
• Provide mentoring, coaching, and technical assistance on topics such as theories of change, indicator development, DQAs, work planning, and adaptive management to MEL stakeholders.
• Support implementation of institutional support to MoPSD and the development of its MEL roadmap.
• Assist with the development of SOPs and tools for data collection, validation, reporting, learning, and feedback.
• Support workshops, consultations, communities of practice, peer learning exchanges, and other capacity strengthening events.
• Coordinate with technical leads to ensure capacity strengthening activities respond to identified institutional and stakeholder needs.
• Track participation, completion, adoption, and follow-up actions to assess training and technical assistance effectiveness.
• Document activity outputs, mentoring engagements, lessons learned, and recommendations for continuous improvement.
• Support sustainability, local ownership, and phased handover of capacity strengthening tools and systems.
Required Qualifications:
• Bachelor’s degree in international development, public administration, education, social sciences, public policy, monitoring and evaluation, or a related field required; master’s degree preferred.
• Minimum of 5 years of experience in capacity strengthening, training, institutional development, MEL, organizational learning, or related technical assistance.
• Demonstrated experience designing and delivering training, mentoring, coaching, workshops, or other capacity building activities.
• Demonstrated ability to develop practical tools, curricula, and learning products for diverse audiences.
• Familiarity with MEL systems, data quality assurance, theories of change, organizational learning, and government capacity strengthening preferred.
• Experience supporting government counterparts, public sector institutions, implementing partners, or local organizations preferred.
• Strong facilitation, convening, and stakeholder engagement skills.
• Experience working in Jordan and/or the MENA region strongly preferred.
• Excellent written and oral communication skills in English and Arabic required.
Physical Requirements:
• Prolonged periods sitting or standing at a desk and using a computer.
Work Environment / Environmental Factors:
• This position has no work or environmental factors outside of a standard office environment.
Additional Information
• This is a full-time position. The expected working day is from Sunday to Thursday, 40 hours per week.
• This position is required to be in the office Sunday – Thursday. This arrangement is subject to review and may change at the company’s discretion.
