Tetra Tech International Development Europe is building a high-calibre pool of experts to support delivery of the Strategic Growth and Investment Facilitation Facility under the UK–Nigeria Growth Programme (UKNG), funded by the UK Foreign, Commonwealth and Development Office (FCDO).

The Programme

The UK–Nigeria Growth Programme (UKNG) is a flagship UK Government initiative focused on progressing trade and investment opportunities. It targets the practical execution challenges that prevent commercially viable opportunities from moving forward.
Tetra Tech International Development Europe is establishing a flexible Expert Pool to support short, targeted inputs that strengthen feasibility, address deal specific obstacles, and help advance defined trade and investment opportunities towards execution.
We welcome Expressions of Interest from experts and consultants with experience of working in Nigeria or countries facing similar challenges as Nigeria.
Experts should be comfortable working in complex political-economy environments, engaging with senior government officials and private sector leaders, and delivering focused, time-bound outputs linked to real opportunities.

UKNG Focus Areas

In line with the programme’s objectives, Tetra Tech is building a pool of specialists who can be deployed rapidly to address specific blockages and affecting priority trade and investment opportunities. Expertise is sought in the following technical and thematic areas:

1. Trade, Investment, and Deal‑Specific Commercial Support
•    Supporting identified trade or investment opportunities in complex or reforming markets
•    Delivery of feasibility studies, commercial diagnostics, or opportunity assessments linked to specific firms, investors, or market opportunities
•    Assessing commercial viability, execution risks, and sequencing issues affecting named opportunities
•    Engaging credibly with businesses or investors to understand commercial requirements and constraints

2. Regulatory, Legal, and Market‑Access Issues Affecting Specific Deals
•    Analysing regulatory, licensing, or compliance requirements as they apply to defined trade or investment opportunities
•    Identifying and helping resolve regulatory ambiguity, inconsistency, or sequencing issues blocking execution
•    Experience with customs, standards, or market‑access processes 
•    Legal or regulatory advisory support focused on enabling execution, rather than structuring or financing deals

3. Public‑Sector Coordination Linked to Deal Execution
•    Supporting public institutions to resolve coordination or approval failures affecting specific investment or trade opportunities
•    Improving clarity of mandates, decision points, or approval pathways where these delay or deter execution
•    Advising senior officials on practical, time‑bound actions required to progress defined opportunities

4.    Market Specialists 
Short‑term sector expertise where required to progress a defined opportunity in sectors such as:
•    Legal and financial services
•    Education
•    Health and life sciences
•    Creative industries
•    Clean energy and climate‑smart solutions linked to trade or investment outcomes.
