Australia Assists is an Australian Government program that deploys skilled humanitarian specialists to support multilateral agencies, governments, civil society and communities to prepare for, respond to, and recover from disasters and conflict. Australia Assists’ Goal is to: Save lives, alleviate suffering, and maintain human dignity during and in the aftermath of conflict, disasters and other humanitarian crises, and strengthen preparedness for the occurrence of such situations. The program’s Objective is: Targeted deployment of humanitarian expertise that meets the priorities and needs of Australia's multilateral, bilateral and civil society partners and advances Australia's international humanitarian priorities.

The Opportunity:

The Role:
The objective of the deployment is to develop a comprehensive and actionable ICT Strategic Plan for the AHA Centre for the period 2026–2030, which will serve as the principal guiding document for ICT development, digital transformation, and investment planning in support of organisational priorities and operational resilience.
Key Responsibilities:
- Conduct desk reviews of relevant strategic, operational, and ICT-related documents.
- Undertake ICT situational analysis and needs assessment covering systems, infrastructure, governance, and cybersecurity.
- Review and analyse the implementation of the ICT Roadmap on Disaster Management for 2025 and beyond.
- Conduct interviews, focus group discussions, and workshops with relevant AHA Centre units, senior management, ICT AG members and NDMOs.
- Develop the ICT Strategic Plan 2026–2030, including strategic priorities, programmes, and implementation roadmap.
- Develop an updated ICT Roadmap integrated within the ICT Strategic Plan.
- Develop an ICT-enabled Business Continuity and Disaster Recovery Planning policy and framework.
- Facilitate validation workshops and incorporate stakeholder feedback.
- Prepare and submit draft and final reports and deliverables within the agreed timeline.
Selection Criteria
- Advanced degree in ICT, Information Systems, Digital Transformation, or a related field.
- Minimum 8–10 years of experience in ICT strategy development and/or ICT strategic planning.
- Demonstrated experience in emergency telecommunications and/or ICT equipment deployment and planning, particularly in support of emergency response, disaster management, or operational field environments.
- Development of ICT strategies and multi-year implementation roadmaps (including KPIs and indicative budgets)
- Conducting ICT assessments (systems, infrastructure, governance, cybersecurity posture)
- Facilitating workshops and validation processes with senior leadership and technical stakeholders
- Developing policy and framework documents relevant to ICT governance and operational resilience
