Location: Vientiane Capital, Laos | Full-time | Fixed-term contract up to 30 June 2028

• Support the planning, coordination and delivery of Continuing Professional Development (CPD) activities within the assigned geographic region, with a particular focus on implementation support, logistics and field-level coordination.
• Work closely with the Program Delivery and Sustainability Manager, government counterparts, Teacher Training Colleges (TTCs) and BEQUAL colleagues to support consistent and high-quality delivery of CPD activities. This includes grant implementation, monitoring, reporting and data collection processes.
• Foster effective collaboration among regional and sub-national stakeholders and contribute to the successful implementation of activities that are implemented in a gender-responsive, inclusive and aligned with child safeguarding principles and standards.

The opportunity

BEQUAL supports the education priorities of the Government of Laos (GoL) described in the Ministry of Education and Sports (MoES) Education, Science and Sports Sector Development Plan 2026-2030 and is aligned with the strategic directions set out in Australia’s International Development Policy, Gender Equality Strategy, and Disability Equity and Rights Strategy, as well as the Australia – Laos Development Partnership Plan 2024-2029. BEQUAL partners with MoES to improve teaching quality and student engagement and learning outcomes, with a particular focus on teaching and learning resources development, teacher professional development and management, and ensuring mainstreamed and targeted GEDSI interventions contribute towards safer and more inclusive education for all students, especially the most marginalised learners. BEQUAL Phase 2 builds on the seven years of investment and significant achievements of Phase 1.

Key responsibilities

• Support planning, budgeting, monitoring, and reporting for BEQUAL-supported activities in the assigned region, ensuring alignment with program objectives, child protection principles, and inclusive GEDSI practices.
• Assist the Department of Teacher Education, Teacher Training Colleges, PESS, DESBs, and schools in the planning, implementation, and monitoring of CPD activities for teachers and teacher educators.
• Coordinate and support the delivery of CPD Support Grants, including planning, documentation, monitoring, and acquittal processes at central and sub-national levels.
• Provide logistical, coordination, and facilitation support for workshops, meetings, and other program activities with MoES counterparts and relevant stakeholders.
• Work closely with Implementation Coordinators, Operations staff, and government counterparts to ensure effective budgeting, planning, monitoring, and consistent delivery across locations.
• Support MEL activities, including KoBo-based data collection, field visits, troubleshooting, activity monitoring, and identification of operational issues and risks.
• Supervise Regional Team Implementation Coordinators and contribute to continuous improvement, stakeholder relationship building, interpretation/translation support, and other duties as required

About You

• Relevant qualifications in education, financial management, project management, or equivalent professional experience.
• Significant field-based experience in Lao PDR, preferably in the education or public sector, with exposure to provincial and district authorities, communities, and the Lao education system.
• Proven experience in project coordination, budget management, workshop facilitation, small grants administration, and monitoring, data collection, analysis, and reporting; KoBo experience desirable.
• Strong communication, interpersonal, negotiation, and relationship-building skills, with fluency in Lao and good written and spoken English, plus strong MS Office and data management skills.
• Demonstrated commitment to gender equality, disability inclusion, child protection, PSEAH, and partnership-based work, with willingness to travel frequently to provinces, districts, and schools.
