Position Summary:
The Agricultural Water Specialist will support the implementation and management of activities related to water resources management for agriculture. This includes planning and use of treated wastewater and drainage system planning and management; on-farm irrigation system design and implementation; private sector engagement in the marketing and sales of water efficiency technologies; and other enabling environment and governance strengthening efforts at the policy, planning, and management levels with the Jordan Valley Authority (JVA). The Agricultural Water Specialist will work closely with governmental entities, private sector stakeholders, service providers, and beneficiaries. This position requires frequent travel within Jordan to conduct field visits, follow up on implementation progress, and coordinate with partners and stakeholders. This position will report to the Agricultural Water Director.
Essential Job Functions:

• Work with governmental entities, water sector institutions, utilities, private sector partners, and other stakeholders to coordinate and implement irrigation and water saving activities at the field and bulk levels.
• Serve as a communication focal point and provide technical advisory support to relevant governmental entities and private sector actors related to sustainable irrigation water management, water efficiency interventions, water allocation planning, agricultural and irrigation system management strengthening efforts, and other areas as needed.
• Follow up on technical and operational tasks, including conducting regular field visits, to ensure timely completion of technical activities and proactively identify risks or challenges and propose solutions with WEC and counterparts.
• Support the identification and development of new activities and prepare Expressions of Interest (EOIs), concept notes, and related technical documents.
• Contribute to the co-creation and preparation of grant applications and provide technical input during the development and review of proposed activities.
• Support the technical review of irrigation designs, Bills of Quantities (BoQs), specifications, technical submissions, and implementation plans to ensure quality and compliance with Activity objectives.
• Coordinate with grantees, consultants, contractors, and sector stakeholders to support the effective implementation of irrigation-related interventions.
• Prepare progress reports, technical updates, briefing notes, and other documentation related to assigned activities.
• Assist in monitoring implementation progress, documenting results, and supporting project reporting requirements.
• Perform other tasks as necessary.
Required Qualifications:
• Bachelor’s degree in civil engineering, irrigation engineering, mechanical engineering, or a related field.
• Minimum of three years of professional experience in irrigation networks design, operation, and/or management.
• Minimum of three years of relevant experience in the water sector.
• Familiarity with the operations, regulations, or projects of the private and public water sector.
• Experience preparing concept notes, expressions of interest, technical reports, and progress reports.
• Experience reviewing irrigation designs, BoQs, specifications, and related technical documents.
• Ability to perform technical analysis.
• Strong communication, coordination, problem solving, and relationship management skills, with the ability to work effectively with governmental institutions, private sector actors, and field-level stakeholders.
• Fluency in written and spoken English and Arabic.
Preferred Qualifications:
• Experience with donor-funded projects is preferred.
Work Environment / Environmental Factors:
• This position is full-time and generally follows a standard business schedule; however, extended hours, early mornings, evenings, weekends, or overtime may be required based on project needs and deadlines.
Additional Information
• This is a full-time (FT) position based in Amman, Jordan. The standard work schedule is Sunday to Thursday.
