Project Summary:
The purpose of Afghanistan Monitoring, Evaluation, and Learning Activity (AMELA) is to provide monitoring, evaluation, and learning support services/assistance to strengthen the implementation of USAID development programs in Afghanistan, and to build the technical monitoring and evaluation (M&E) knowledge and skills of USAID/Afghanistan Mission staff and stakeholders. The services provided under AMELA will contribute to supporting USAID/Afghanistan as an effective development organization with strong learning and adaptive management processes. Assistance for Families and Indigent Afghans to Thrive (AFIAT) aims to improve health outcomes for the Afghan people, particularly for women of childbearing age and children under five years of age in rural and peri-urban parts of the country.

Position Summary:
The AFIAT Health Economist will assist in the design of an assessment plan and crafting data collection instruments under the oversight of the AMELA technical team. The Economist will assist in data collection and lead in the drafting of the analytical products to be delivered under the SOW. The estimated level of effort for this position is up to 50 days.
Responsibilities:
- Assist in the drafting of an assessment plan.
- Lead the development of any data collection tools.
- Lead the cost effectiveness/efficiency analysis.
- Draft deliverables and analytical products as required.
- Participate and contribute to the preparation of the final report and presentations.
Qualifications:
- Master’s degree in a related field is required.
- Minimum five years of experience in conducting cost effectiveness and/or cost efficiency analyses of healthcare service delivery/health systems strengthening interventions is required.
- Experience working in a developing country context and Afghanistan preferred.
- Ability to explain technical information in laymen’s terms.
- Strong written and oral English language skills required.
