The Energy Security Project (ESP) is a seven-year project funded by the United States Agency for International Development (USAID) and the largest USAID project in Ukraine so far. The USAID ESP is implemented by a USAID Contractor, Tetra Tech ES, Inc., a California-based leading provider of services in the areas of water, environment, infrastructure, resource management, energy, and international development.

The USAID ESP mission is to enhance Ukraine’s energy security, improve the energy legal and regulatory environment in the country, and increase the resilience of Ukraine’s energy supply. This will help to support the country’s economic development and sustain its democracy. USAID ESP is working closely with the Government of Ukraine (GOU) to develop competitive energy markets. By doing so, USAID ESP will facilitate private sector-led energy investments to provide affordable, reliable, resilient, and secure energy for all Ukrainians. USAID ESP is currently in the fifth year of implementation and will run through June 2025.

Position summary & job purpose: 

Tetra Tech has an opportunity for an Administration Specialist who will be responsible for providing essential administrative support to ensure the efficient and effective operation of the USAID ESP Project. This role will encompass a wide range of responsibilities, from property management to emergency coordination and logistics. The Administration Specialist will play a vital role in maintaining a well-organized and productive Project environment and contribute to its successful implementation. This is a full-time position for the period of 1 year with the possibility of an extension for another term.  Learn more about ESP here.

Position responsibilities: 

  • Maintain a comprehensive inventory of all program property within project office;
  • Oversee local property insurance contracts;
  • Ensure the security, safekeeping, and maintenance of all program property within office premises;
  • Ensure the proper maintenance and operation of office equipment;
  • Manage the supply of consumables. Support the maintenance of residency permits and D type visas requirements for foreign and third-country nationals, as well as U.S. country nationals;
  • Manage and find accommodation for foreign employees;
  • Manage lease agreements;
  • Monitor vendor compliance with maintenance contracts;
  • Procure and track office supplies and equipment to ensure availability and accountability;
  • Oversee travel arrangements, clearances, and hotel reservations;
  • Plan logistics, transportation, and accommodation for project staff, guests, and events;
  • Ensure that vehicles are well-maintained;
  • Maintain vehicle logs and file monthly report;
  • Identify areas for administrative process improvements and make recommendations;
  • Perform additional duties as assigned by the Senior HR & Operations Manager.                                

Minimum qualifications:

  • Bachelor’s degree in business administration, finance, legal, and/or other relevant fields. 
  • 3 years of relevant project management and/or operations or administrative experience on USAID and/or other multi-lateral donor projects.
  • Fluency in Ukrainian and proficiency in English.
  • Proven excellent writing and communication skills, able to communicate complex information and deliver verbal and written messages effectively.
  • Proven ability to manage several tasks simultaneously and re-prioritize as necessary.
  • Proven ability to work effectively under tight deadlines, both independently and as a team member
  • Proven ability to produce accurate and complete documents in a timely manner.
  • Excellent computer skills, especially on Microsoft Office Suite.

Preferred Qualifications:

  • Master's degree in business administration, finance, legal, and/or other relevant fields. 
  • Good analytical and problem-solving skills.
  • Strong organizational, teamwork and technical skills.
  • Excellent written and oral communication skills; excellent interpersonal skills and demonstrated ability to be a self-starter and be accountable for any assigned work.
  • Committed attitude to work and desire to learn and progress career in Administration/Operations in international technical assistance projects.
