Project Summary:
MSI is awarded the USAID/Sri Lanka Transparent and Accountable Governance (TAG) activity. Working in close coordination with USAID/Sri Lanka, the activity is designed to strengthen Sri Lanka’s democratic and economic governance reform efforts by bolstering good governance, transparency, accountability, and anti-corruption.

Position Summary:
The Administration and Logistics Assistant will be responsible for logistics and event coordination. This position will coordinate arrangements for events and meetings, handle transportation and logistics in Colombo and surrounding areas, and procure project-related equipment and supplies in line with local laws and USAID and Tetra Tech procedures. The position will report directly to the Procurement and Operations Specialist and support in sourcing vendors, monitoring their contractual compliance, and assisting with all logistics needs for the project.
Responsibilities:
- Assist with overseeing the procurement process for goods and services, ensuring compliance with donor regulations and local laws.
- Identify and source vendors for procurement needs, evaluating their capabilities and compliance with required standards.
- Monitor vendor performance and ensure that all contracts are executed in compliance with USAID and Tetra Tech policies and procedures.
- Assist with coordinating arrangements for events, meetings, and other logistical requirements.
- Maintain accurate and up-to-date records of all procurement and contract activities, highlighting any issues or areas for improvement.
- Contribute to the development and updating of procurement and contracts policies and procedures.
- Engage with internal and external stakeholders to ensure smooth procurement processes and effective contract management.
Qualifications:
- Bachelor’s degree in business administration, public administration, supply chain management, or a related field required.
- Minimum three years of experience in procurement, contracts management, or a related field required, preferably in donor-funded projects.
- Experience working with USAID or other international development organizations preferred.
- Experience providing expertise in overseeing procurements and service contracts in compliance with donor regulations.
- Knowledge of USAID regulations.
- Strong written and verbal communication skills, with the ability to engage effectively with vendors, stakeholders, and team members.
- Ability to analyze procurement needs, evaluate vendor proposals, to inform decision-making and ensure compliance with regulations.
- Fluency in English and one national language, such as Sinhala or Tamil, required. Proficiency in a second national language, such as Sinhala or Tamil, desired.
