Project Summary:
MSI is awarded the USAID/Sri Lanka Transparent and Accountable Governance (TAG) activity. Working in close coordination with USAID/Sri Lanka, the activity is designed to strengthen Sri Lanka’s democratic and economic governance reform efforts by bolstering good governance, transparency, accountability, and anti-corruption.

Position Summary:
The Civil Society and Civic Engagement Specialist will play a critical role supporting the Objective 1 and 3 Senior Specialists in anti-corruption and good governance team. The Specialist will work closely with Senior Specialists to support civil society and citizen engagement in anti-corruption and good governance efforts in Sri Lanka. The responsibilities include identifying and linking civil society actors, leading grant-making processes and oversight, building the capacity of civil society organizations (CSOS), and seeking out new CSOS representing gender, equity, social inclusion (GESI) subgroups and regional populations. The Specialist will also support civil society action to inform and engage the public on progress in addressing corruption. Additionally, the Specialist will support the media in covering corruption-related issues.
Responsibilities:
- Work closely with civil society actors to foster collaboration and support for anti-corruption and good governance initiatives.
- Identify, select, and manage grants to CSOs, ensuring alignment with program objectives and effective use of funds.
- Develop and implement capacity-building programs for CSOs to enhance their effectiveness in anti-corruption and good governance efforts.
- Identify and engage with new CSOs, particularly those representing GESI subgroups and regional populations, to broaden the base of civil society involvement.
- Support civil society actions aimed at informing and engaging the public on progress in addressing corruption and the actions of CSOs and the government.
- Facilitate media coverage of corruption issues to raise public awareness and support for anti-corruption efforts.
- Prepare comprehensive reports and documentation on civil society engagement activities, outcomes, and lessons learned.
- Contribute to the development of strategic plans for civil society and civic engagement, ensuring alignment with overall program objectives.
Qualifications:
- Bachelor’s degree in development studies, law, or social sciences from an accredited university required.
- Minimum five years of experience in civil society engagement, civic education, or a related field required, preferably with international organizations or USAID.
- Experience working with USAID or other international development organizations preferred.
- Experience providing expertise in civic engagement and civil society capacity building, particularly in the context of anti-corruption and good governance programs.
- Experience in managing and implementing projects, including budgeting, planning, and monitoring.
- Ability to engage with a diverse range of stakeholders, including government officials, civil society, and international partners.
- Fluency in English and one national language, such as Sinhala or Tamil, required. Proficiency in a second national language, such as Sinhala or Tamil, desired.
