Project Summary:
The U.S. State Department-funded Monitoring, Evaluation and Audit Service for Ukraine (MEASURE) project provides support to the Office of the U.S. Assistance Coordinator for Europe, Eurasia and Central Asia (EUR/ACE) to oversee multiple areas of effort of non-humanitarian and non-military support for Ukraine and ensure the funds are directed toward the foreign policy and foreign assistance objectives for which they are intended. Monitoring data is analyzed and reported to all US Government (USG) partners involved in Ukraine assistance, Congress, and others. It will be used to make judgments as to the effectiveness of programs in meeting USG foreign assistance objectives. Also, MEASURE will support US Government partners in having systems and frameworks in place to monitor the effectiveness of the assistance.

Position Summary:
MSI is seeking an experienced Operations and Procurement Officer to lead office administration, procurement, and operational logistics for the MEASURE project in Kyiv. This position plays a critical role in ensuring the project’s operational readiness and effective support for technical implementation across Ukraine. Key responsibilities include managing procurement processes, office systems, vendor relationships, travel logistics, and asset control to ensure compliance and efficiency.
Responsibilities:
· Oversee day-to-day office operations, including procurement, logistics, IT coordination, and facilities management.
· Supervise facility support staff and manage transportation logistics, including project vehicles and office maintenance.
· Coordinate with the technical team to ensure timely provision of operational resources for project activities.
· Support and help organize events, trainings, conferences, and field visits.
· Lead the procurement of goods and services in compliance with MSI and U.S. government regulations.
· Build and maintain relationships with vendors providing key services, including supplies, insurance, transportation, and translation.
· Negotiate service agreements to ensure best value for the project and track cost-saving measures.
· Manage travel logistics and accommodations for staff, consultants, and visitors.
· Maintain well-organized administrative, procurement, and operational records.
· Maintain office inventory and implement asset management systems to track and safeguard project assets.
· Monitor ongoing procurement of equipment and supplies, ensuring adherence to usage guidelines and accountability standards.
Qualifications:
· Bachelor’s degree in business administration, public administration, finance, logistics, or a related field is required. A master’s degree is desirable.
· Minimum of three (3) years of relevant experience in operations, procurement, logistics, or office management is required.
· Experience working with international development organizations, NGOs, or donor-funded projects. Experience supporting U.S. government-funded programs is preferred.
· Familiarity with USAID or U.S. Department of State compliance and operational standards is preferred.
· Advanced proficiency in Microsoft Office and internet-based platforms.
· Ability to maintain confidentiality and work effectively with diverse teams.
· Strong attention to detail, initiative, and organizational skills.
· Advanced professional proficiency in English (spoken and written).
· Valid Category B driver’s license (required due to security protocols, though driving is not a core responsibility).
