The program
The Australia Cambodia Partnership for Climate Resilience (ACP4Climate) is the flagship climate investment of the Australian Government in Cambodia. Supported by the Australian Department of Foreign Affairs and Trade (DFAT), ACP4Climate helps Cambodia adapt to and reduce vulnerability to climate change through improved integrated water resource management and strengthened community-based resilience. Tetra Tech International Development implements ACP4Climate in partnership with the Royal Government of Cambodia. ACP4Climate works with government, private sector, and civil society partners to strengthen national and subnational water planning, guide climate-resilient water investments, and scale inclusive and innovative solutions for climate-resilient water management. ACP4Climate works closely with women, persons with disabilities, Indigenous Peoples, and marginalised groups to ensure that they shape and benefit from improved water governance.
The role
In this pivotal role, you will lead the design and delivery of innovative MERL systems that empower teams, inform decision making, and shape the future of resilient, inclusive communities. The Monitoring, Evaluation, Research, Learning (MERL) and Communications Lead for ACP4Climate provides strategic leadership for monitoring, evaluation, research and learning and leads communications and public diplomacy. Reporting to the Team Leader, the role designs and manages the Monitoring, Evaluation, Research and Learning framework, bilingual MIS, data systems and learning processes to generate high-quality evidence that supports adaptive program management. The Lead oversees research, produces knowledge products, and implements communications to showcase results and lessons to DFAT, government and partners. They will manage and build capacity within the Monitoring, Evaluation, Research, Learning (MERL) and communications team and with implementing partners to ensure inclusive, evidence-based decision-making across climate-resilient water initiatives.
Key responsibilities
- Lead design and implementation of the Monitoring, Evaluation, Research and Learning framework, results framework and indicator set aligned with DFAT standards.
- Manage data collection, analysis, reporting and evidence generation to inform adaptive program management.
- Lead research, learning processes and knowledge products (case studies, evaluation briefs, learning events) and ensure MEL approaches are ethical, inclusive, and locally relevant.
- Manage the development and implementation of the program Communications & Public Diplomacy Plan.
- Oversee high-quality communications content to effectively showcase program achievements, lessons learned and Australia’s development partnership with Cambodia
- Manage and coach the Monitoring, Evaluation, Research, Learning and communications team and strengthen partners’ MEL capacities.
- Lead and manage research initiatives to advance climate‑resilient water governance and program learning.
Selection criteria
- Bachelor’s degree in Monitoring and Evaluation, international development, environmental management or related; Master’s desirable.
- Minimum 10 years’ Monitoring, Evaluation, Research and Learning experience in donor-funded development programs and experience managing teams, preferably in Cambodia or Southeast Asia.
- Proven track record designing/implementing Monitoring and Evaluation systems, baselines, indicators and Management Information Systems (MIS).
- Strong research, data analysis and evidence-generation skills; experience facilitating learning for adaptive management.
- Demonstrated ability to develop high‑quality knowledge products for diverse audiences; experience developing evidence-based communications and public diplomacy outputs is desirable.
- Excellent stakeholder management, team leadership, and communication skills
- Excellent Khmer and English written/verbal communication and ability to translate technical evidence into accessible formats.
