We are seeking a Monitoring, Evaluation, Research and Learning (MERL) Officer to support monitoring, reporting and data management across the Australia Cambodia Partnership for Climate Resilience (ACP4Climate). Working closely with program teams and partners, you will help ensure program data and evidence are accurate, timely and accessible to support effective program delivery.

The Opportunity

Join the Australia Cambodia Partnership for Climate Resilience (ACP4Climate), the Australian Government's flagship climate investment in Cambodia, supporting improved water resource management and climate resilience. ACP4Climate works with government, private sector and community partners to strengthen climate-resilient water governance and improve resilience for vulnerable communities across Cambodia.

As the MERL Officer, you will support the implementation of ACP4Climate's monitoring, evaluation, research and learning systems. Reporting to the MERL Specialist, you will coordinate monitoring and reporting processes, maintain program data and evidence, support field monitoring activities and help manage the program's Management Information System (MIS).

This is an exciting opportunity for an organised and detail-oriented professional who enjoys working with data, systems and stakeholders to support evidence-based decision-making and meaningful development outcomes.

Key responsibilities

  • Support implementation of the program's MERL framework, reporting processes and data collection activities.
  • Maintain program data, evidence repositories and Management Information Systems (MIS).
  • Coordinate and track reporting inputs from program teams, partners and grantees.
  • Support field monitoring visits, verification activities and data quality processes.
  • Produce reports, dashboards and data summaries to support program performance and learning.
  • Support evaluations, learning activities, knowledge management and evidence sharing.
  • Promote GEDSI and safeguarding considerations across monitoring, reporting and learning activities.

 

About You

You are a highly organised and analytical professional who enjoys working with data and systems to support quality program delivery. You have strong attention to detail, can manage competing priorities and work effectively with a diverse range of stakeholders.

You will bring:

  • A relevant qualification in monitoring and evaluation, development studies, statistics, information management, social sciences or a related field.
  • At least three years' experience supporting monitoring, reporting, data management or project administration.
  • Experience maintaining databases, Management Information Systems or digital data collection platforms.
  • Understanding of monitoring, evaluation and results-based management principles.
  • Strong organisational, analytical and problem-solving skills.
  • Experience coordinating data collection, reporting processes or field monitoring activities.
  • Excellent written and spoken Khmer and good working proficiency in English.
  • Experience supporting donor-funded development programs will be highly regarded.
